Overview

World Health SafetyTec (WHST) is a Singapore-based company providing EHS Consultation, Biological Indicator (BI) sterility testing, bizSAFE 3 certification support, and outsourcing of Safety & Medical Personnel. We partner with clients and businesses to strengthen workplace safety, regulatory compliance, and operational excellence.

For this position, the selected candidate will be stationed onsite (Tusa) with a client partner as part of our outsourced services. The role requires end-to-end responsibility for security planning, visitor and staff management, audit coordination, and crisis response within PP-designated laboratory environments.

Key Responsibilities
  1. Protected Place (PP) Application & Compliance

    Lead the end-to-end process of applying for Protected Place (PP) status with the Singapore Police Force (SPF) – Centre for Protective Security (CPS).

    Develop and submit all required documentation, including:

    • Security by Design (SbD) Plans

    • Certified survey plans and architectural drawings

    • Security Procedures Manuals aligned with SS 668:2020

    Coordinate with the Attorney-General’s Chambers (AGC) for legal vetting of Protected Places Orders.

    Ensure ongoing compliance with PP regulations through regular audits, updates, and staff training.

  2. Integrated Security Planning for Laboratories

    Design and implement total security concepts covering both internal and external lab security.

    Integrate physical security (PAPP) with biosecurity (BATA) requirements for labs handling biological agents.

    Develop demarcated security zones within facilities, ensuring clear PP boundaries and controlled access points.

    Apply Crime Prevention Through Environmental Design (CPTED) principles to enhance natural surveillance and access control.

  3. Visitor & Staff Management

    Establish and enforce visitor management protocols, including:

    • Verification of ID/work passes

    • Escort requirements within PP zones

    • Strict enforcement of no photo-taking policies

    Implement staff access control systems with:

    • Biometric and card-based authentication

    • Time-based access restrictions to prevent unauthorised after-hours lab entry

    • Automated alerts and GSOC monitoring for policy violations

    Develop and deliver training on PAPP Act powers and protocols for security personnel.

  4. Audit & Regulatory Coordination

    Serve as primary liaison with SCDF’s CERT team during fire safety and emergency response audits.

    Coordinate with the MOH Biosafety Branch for BATA compliance and inspections.

    Manage all internal and external security audits (e.g., SOC 2, ISO 27001, SS 668) with zero critical findings.

    Maintain up-to-date records for regulatory reporting and audit trails.

  5. Crisis & Incident Management

    Develop and implement Integrated Incident Response (IIR) plans covering both security breaches (intrusion) and safety breaches (containment failure).

    Serve as 24/7 Incident Commander during emergencies, coordinating with SPF, SCDF, MOH, and internal teams.

    Conduct quarterly joint drills with biosafety and facilities teams to ensure preparedness.

  6. Technology & Systems Management

    Oversee the selection, implementation, and integration of security systems, including:

    • Access Control Systems (ACS)

    • Video Surveillance Systems (VSS)

    • Intrusion Detection Systems (IDS)

    • Security Management Platforms (e.g., Genetec, Lenel)

    Ensure all systems are aligned with PP requirements and capable of real-time monitoring and reporting.

  7. Team Leadership & Vendor Management

    Lead a team of security managers, officers, and contractors.

    Manage relationships with security vendors, guard forces, and system integrators.

    Hold P&L responsibility for security budgets, with a focus on cost optimisation without compromising compliance or effectiveness.

  8. Qualifications & Experience

    Essential:

    Minimum 10 years of experience in corporate security, with at least 5 years in a leadership role.

    Proven experience applying for and managing Protected Place (PP) status in Singapore.

    Experience in pharmaceutical, biotechnology, or high-containment laboratory security.

    Knowledge of the Biological Agents and Toxins Act (BATA) and integration with physical security.

    Familiarity with SPF/ProCon, PLRD, MOH, and SCDF regulatory frameworks.

    Strong background in security technology implementation and integration.

    Preferred:

    Certifications: CISSP, CPP, ISO 22301/27001 Lead Auditor, PLRD Chief Security Officer License.

    Project experience in security system upgrades, GSOC setup, and crisis management.

    Competencies & Skills:

    Strategic thinker with strong risk assessment and mitigation skills.

    Excellent stakeholder management and C-suite communication abilities.

    Proficient in GRC platforms, access control systems, and video surveillance solutions.

    Ability to develop and deliver training programs for security and laboratory staff.

    Strong financial acumen with experience managing multi-million dollar budgets.

    Working Conditions:

    Required to be on call 24/7 for incident response.

    Must be able to obtain and maintain security clearance from relevant Singapore authorities.
