QAQC Manager – Project Execution Functional Group

Position: QAQC Manager

Department: Project Execution Functional Group

Base location: Singapore

Travel: Local and overseas regional travel (ASEAN) may be needed as per project requirement.

Role Overview

Our QAQC Manager role requires the successful candidate to be a driven professional with a passion for energy and engineering solutions. It is a hands‑on role requiring proactive involvement in projects, with strong technical knowledge and certifications. We seek an experienced QAQC Manager to lead and expand our footprint in the EPCC‑Turnkey, EPCC‑Electromechanical Packages, EPCC‑Analytical Systems and Life Cycle Services solution.

Pre‑requisite
  • Education & Certificates:
    • Diploma / Degree in Mechanical Engineering or related field of studies.
    • Possess Welding inspector certificate (AWS Certified Welding Inspector (CWI) or CSWIP Certified Welding Inspector (3.1)).
  • Experience:
    • Minimum 5 years of relevant QA QC experience in welding works of Piping, Vessels and Structure.
    • Familiarity with ASME Boiler & Pressure Vessel Code standard and implementation processes are added values for consideration.
  • Technical Knowledge:
    • Knowledge of NDT processes.
    • Sound welding knowledge for steel structures, vessels and piping.
    • Proficient in Microsoft Office applications.
  • Interpersonal Skills:
    • Excellent communication skills and close collaboration.
    • Strong interpersonal skills with excellent written and verbal communication abilities.

Responsibilities
  1. Establish and manage Project ITP or QC Plan. Ensure timely submission of Documents per MDR List and compliance with Local Regulatory Contractual QAQC Requirement, Project Quality Plan, Project ITPL, and Project QAQC Procedures.
  2. Ensure complete submission of all documentations per MDR List with Compilation of the Manufacturing Data Books and Site Works Data Books.
  3. Review and Closeout of Quality Documentations with Vendors, Fabricators and Customer.
  4. Conduct vendor quality surveillance with Review and Approval of Vendor ITPs, and Vendor Compliance to the Approved ITPs.
  5. Ensure all vendor packages are managed; have submitted ITPL, are based on Customer Specification, and delivered to site without complaints.
  6. Conduct the WPS & PQR and Welders Qualification Test; and witness Qualification.
  7. Carrying out stage Inspection and Test in line with Project ITP or QC Plan.
  8. Preparation and documentation of method of statements, procedures, inspection and test plan, test packages, acceptance standards and QC forms.
  9. Perform Quality and performance Audit at Sub‑Supplier, Fabricator and sub‑contractor.
  10. Responsible for validity of all-testing equipment for QA QC activities.
  11. Liaise with Client, client's consultant, 3rd party, fabricator and sub‑contractor for all QA QC activities.
  12. Manage non-conformance and rectification works.
  13. Implement and monitor continuous improvement activities to ensure that Quality Assurance of the projects meet established targets and standards.
  14. Carry out necessary training for the project staff.
  15. Responsible for Final Project Final Document pertaining to the Fabrication, Site construction works, Assembly works.
  16. Maintain valid set of relevant International Code and Standards related to QA QC activities.
  17. Ensure valid traceability for all materials in company inventories.
  18. Active involvement in management for company Quality Management System.
  19. Implement quality assurance/quality control systems, and enforce quality protocols with conduct of regular audits.
  20. Ensure quality control and standards are in place and met across all activities.
