A leading facilities management company in Singapore is looking for a Project Engineer to drive and deliver capital projects while ensuring compliance with safety and quality standards. The ideal candidate holds an engineering degree and has 3 to 5 years of relevant experience in project management. Project Engineer
Drive and deliver assigned capital projects with zero safety and quality incidents, within agreed schedules and authorized budgets. Assist Engineering Manager (Projects), Engineering Director, and Project Sponsors in achieving site and department objectives through timely project delivery, compliance with EHS / Engineering standards, regulatory requirements, Good Manufacturing Practice (GMP), and Good Engineering Practice (GEP).
1. Project Initiation & Planning
Initiate project business cases (Situation, Target & Proposal) including cost/schedule/risk, Project Investment Proposal (mPIP/PIP), and Justification Paper.
Lead or coordinate a multidisciplinary team comprising engineers, designers, external contractors, safety & GMP professionals, and users to ensure effective project delivery from inception.
2. Design & Specifications
Design facilities adhering to client\'s EHS and Engineering standards for operational effectiveness and maintainability.
Provide technical specifications for equipment and establish the required work scope for project implementation.
3. Project Execution & Monitoring
Track project schedule, milestones, and cost-effectiveness to ensure timely and budget-compliant completion.
Initiate and manage change control requirements (GXP and Non-GXP) to comply with site and regulatory standards.
Administer vendor contracts and maintain smooth communication with contractors.
Approve vendors for equipment/services and seek necessary endorsements.
4. Safety & Compliance
Monitor construction safety on site, ensuring compliance with safety and regulatory requirements.
Ensure all execution work is risk-assessed and Permit-To-Work is obtained before commencement.
Lead multidisciplinary walkdowns upon mechanical completion and address priority items.
5. Validation & Quality Assurance
Develop and conduct Validation (ICC/IQ) for installation and support OQ/PQ per GMP, EHS, and GEP requirements.
Manage and execute projects in compliance with Safety & Quality standards and relevant government legislations.
6. Project Management & Financial Control
Manage capital project implementation in line with the Global Project Management Framework (PMF) and client\'s Financial Governance.
Lead criticality and PCCE assessments for newly installed assets.
Coordinate with Subject Matter Experts and MERP Data Maintenance team for asset management.
Lead project technical closure and ensure timely post-implementation tasks.
7. Financial & Resource Management
Lead capital compliance meetings with Finance to review asset values and resolve financial workflow issues.
Establish staffing costs during funding approvals.
Develop control budgets, escalate for endorsement as required, and issue project cost reports.
Monitor project financial performance and proactively manage funding extensions or reauthorizations.
8. Leadership & Collaboration
Lead and support Principal/Senior Project Engineers in finance compliance audits and technical consultancy.
Provide expert advice on technical issues within the field of specialization.
Embed client\'s Production System (GPS) principles in project delivery.
9. Strategic Planning
Support the delivery of 3/1 Capital plans as part of Site Facilities Master Plan to ensure supply security and strategic initiatives.

5. Skills, Knowledge & Experience
Professional
Hold a good honours degree in any engineering discipline
Possess 3 to 5 years of relevant experience in project execution and project management within the chemical/pharmaceutical industry (minimum 5 years for Senior Project Engineer, 7 years for Principal Project Engineer)
Knowledgeable in project controls
Experience working with Engineering, Procurement, and Construction Management (EPCM) contractors or Third Party Service (TPS) providers
Fresh graduates may be accepted for Engineer roles
Technical
Understand industrial standards
Skilled in cost estimation methodologies
Proficient in project schedule planning and control
Knowledgeable of GMP, GEP, GDP, and EHS requirements
Familiar with Local Standard Operating Procedures (SOP)
Experienced with client’s Project Management standards, Project Management Framework (PMF), Design & Equipment Standards (DES), and Engineering Standards related to project management
For Principal Engineers:
Good understanding of various industrial standards
Good understanding of plant and facilities design
Knowledge of best practices in engineering
Good understanding of GMP, GEP, GDP, and EHS requirements
Familiar with client’s Production System
