Job description
Program Manager, Compliance, Google Submarine Networks

Google will be prioritizing applicants who have a current right to work in Singapore, and do not require Google's sponsorship of a visa.

About the job

A problem isn’t truly solved until it’s solved for all. That’s why Googlers build products that help create opportunities for everyone, whether down the street or across the globe. As a Program Manager at Google, you’ll lead complex, multi-disciplinary projects from start to finish — working with stakeholders to plan requirements, manage project schedules, identify risks, and communicate clearly with cross-functional partners across the company. Your projects will often span offices, time zones, and hemispheres. It's your job to coordinate the players and keep them up to date on progress and deadlines. The team is working on the development of the Tensor Processing Units (TPUs), Vertex AI for Google Cloud, Google Global Networking, Data Center operations, systems research, etc.

In this role, you will facilitate and manage compliance with multiple telecommunications regulations across multiple countries and localities. You will understand the requirements of multiple regulators and work to keep up with regulatory and telecommunications industry change and the effects they may have on the Google network. You will work with internal legal, policy, submarine cable, network deployment, security, and software engineering teams and outside counsel, consultants and regulators. Behind everything our users see online is the architecture built by the Technical Infrastructure team to keep it running. From developing and maintaining our data centers to building the next generation of Google platforms, we make Google's product portfolio possible. We keep our networks up and running, ensuring our users have the best and fastest experience possible.

Responsibilities
  • Lead and manage multiple projects. Drive project delivery, evaluate proposals, and build consensus.
  • Collect and organize data in anticipation of compliance obligation requirements.
  • Develop and manage program tools, policies, procedures and processes for managing compliance, establishing third-party compliance oversight, and responding to incidents of non-compliance. Create and maintain dashboards to track compliance metrics and drive process improvements.
  • Provide use cases and requirements documents for development of new or implementation of new compliance tools and ensure appropriate regulatory and compliance training is provided to third-party partners.
  • Work across internal and external teams on initiatives aimed at improving performance and quality, while ensuring compliance internally and externally.
Qualifications

Minimum qualifications:

  • Bachelor's degree or equivalent practical experience.
  • 2 years of experience in program or project management.
  • Experience in the telecommunications industry (e.g., carrier, data center provider, Outside Plant (OSP), or Internet Service Provider (ISP)).
  • Experience with compliance and auditing against government regulations and developing policies and procedures.

Preferred qualifications:

  • Experience with subsea cables, cable stations, and telecommunication infrastructure investments.
  • Experience with information security, compliance, or risk management.
  • Experience with physical and cybersecurity measures for telecommunications and methods for auditing the implementation.
  • Experience in managing multiple projects globally, with the ability to lead performance, quality, and compliance initiatives across internal and external teams to support global program goals across multiple time zones.
  • Experience in developing and managing tools, policies, procedures, and processes for establishing compliance oversight, responding to incidents of non-compliance.
