About the Role

We are seeking a strategic Procurement Officer to join our Procurement team. You will be responsible for all delegated duties related to the procurement of goods and services for the school. Reporting to the Senior Manager (Operations and Procurement), you will ensure compliance with school procurement policies, maintain procurement records, manage supplier relationships and support internal departments with their procurement needs.

Key Responsibilities
Budget Planning & Governance
  • Assist in budget planning by collating past purchasing information required for the purchase of department’s future resources in a timely manner.
  • Monitor the utilization of operational and capital expenditure budgets to ensure cost-effectiveness and alignment with approved plans.
  • Demonstrate awareness of prevailing principles of good governance and internal controls and conduct tasks in alignment with them.
  • Maintain proper procurement records and documentation to support transparency and audit requirements.
Procurement Operation
  • Assist budget holders to ensure timely procurement of goods and services.
  • Ensure all procurement activities comply with established policies, procedures, and statutory guidelines.
  • Administer GeBIZ‑related requests and procedures across procurement life cycle.
  • Support relevant requests and clarifications on procurement operations system administration.
  • Support the evaluation process by developing matrix descriptors, assisting in shortlisting for interviews
  • Record scoring of general evaluation criteria, enabling users to focus on methodologies, designs, and proposals as a value‑added service.
  • Support raising purchase requisition and invoices for verification by Estate Officers in RGS’s B2P system.
Contract & Vendor Management
  • Understand terms and conditions of contract to identify rights and obligations of all parties as well as scope of deliverables, and collates information required to assess provisions and deviations on contract.
  • Track contract renewals and maintain the contract register.
  • Support periodic supplier evaluations and elevate issues where necessary.
Administration
  • Preparation of bite sized quarterly newsletter.
Requirements
  • Minimum Diploma in any field, preferably in purchasing operations, supply chain management or project management.
  • At least 3 to 5 years of experience in procurement/supply chain industry.
  • Demonstrates proficiency with Microsoft and other school supported applications to complete tasks effectively.
  • Good knowledge of Infocom Technology and awareness of cybersecurity measures.
  • Good organizing abilities, interpersonal and communications skills.
