Responsibilities
- Procurement Strategy & Vendor Management: Develop and implement comprehensive procurement strategies that deliver measurable cost savings across T&O.
- Procurement Strategy & Vendor Management: Drive category management, strategic sourcing, and RFx processes (RFI, RFP, RFQ) to identify and onboard best-in-class vendors.
- Procurement Strategy & Vendor Management: Oversee complete vendor lifecycle from selection, onboarding, performance management through to offboarding and relationship termination.
- Procurement Strategy & Vendor Management: Conduct vendor due diligence, risk assessments, and compliance reviews covering third party risk, data risk and MAS outsourcing guidelines.
- Procurement Strategy & Vendor Management: Monitor and enforce Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and contractual commitments through regular business reviews.
- Procurement Strategy & Vendor Management: Lead vendor rationalization initiatives and maintain vendor registry with complete documentation.
- Contract Management: Review, negotiate, and approve contracts ensuring alignment with organizational objectives, commercial viability, and regulatory compliance.
- Contract Management: Manage complete contract lifecycle from drafting through execution and signing, including renewals, amendments, terminations, and dispute resolution.
- Contract Management: Maintain centralized contract repository.
- Contract Management: Collaborate with Legal and Compliance teams to mitigate contractual risks and negotiate favorable commercial terms including pricing, payment terms, warranties, and liability provisions.
- Contract Management: Conduct contract compliance reviews and manage contract variations with a view of MAS requirements.
- Professional Services Management: Oversee onboarding and offboarding processes for professional services resources in partnership with HR, ensuring seamless integration and compliance.
- Professional Services Management: Ensure full adherence to mandatory learning requirements and corporate policies.
- Coordinate with business teams on workforce planning, resource allocation, and performance tracking: Manage professional services vendor relationships and conduct resource performance reviews to optimize workforce efficiency.
- Professional Services Management: Maintain PowerBI for resource planning and visibility for management.
- Finance Operations & Reporting: Support budgeting and forecasting processes for T&O, ensuring alignment with business objectives and financial controls.
- Finance Operations & Reporting: Lead monthly and year-end accruals preparation, ensuring accuracy and compliance with accounting standards.
- Finance Operations & Reporting: Manage PR/PO processing, invoice management, three-way matching, and payment authorization with appropriate approvals.
- Finance Operations & Reporting: Monitor procurement spend against budget.
- Finance Operations & Reporting: Support cost allocation and charge-back for shared technology costs.
- Finance Operations & Reporting: Ensure strict adherence to financial controls and audit requirements.
- Governance, Risk & Compliance: Design, implement, and monitor robust internal controls across procurement and finance operations.
- Governance, Risk & Compliance: Ensure full compliance with regulatory requirements including MAS Technology Risk Management Guidelines and data protection regulations.
- Governance, Risk & Compliance: Prepare comprehensive documentation for internal and external audits and proactively address control gaps.
- Governance, Risk & Compliance: Develop and maintain Business Continuity Planning (BCP) protocols for the whole programme office.
- Governance, Risk & Compliance: Implement segregation of duties and approval hierarchies to prevent fraud and ensure proper authorization.
- Continuous Improvement & Stakeholder Management: Champion new initiatives that enhance procurement processes, strengthen governance, and drive operational excellence through automation and analytics.
- Continuous Improvement & Stakeholder Management: Lead process re-engineering, workflow optimization, and digital transformation initiatives including e-procurement system implementation.
- Continuous Improvement & Stakeholder Management: Build and maintain strong relationships with internal stakeholders across T&O, Finance, Legal, Compliance, HR, and business units.
- Continuous Improvement & Stakeholder Management: Act as trusted advisor to business leaders on procurement strategy, vendor selection, and contract negotiations.
- Continuous Improvement & Stakeholder Management: Manage escalations, resolve conflicts, and represent procurement function in management meetings.
