Job summary

A maritime operations company based in Singapore seeks a skilled maritime officer to oversee compliance with safety policies and international regulations on assigned ships. Responsibilities include managing ship stability and cargo operations, conducting audits, and participating in drills. Candidates should hold a degree in Maritime Studies, have a Class 2 Deck Officer Certificate of Competency, and possess sea service experience as a Chief Officer. Proficiency in Microsoft Office is a plus.

Qualifications

  • Shore-based ship management experience is preferred.
  • Chemical sailing experience is preferred.

  • Conduct inspections, audits, and oversee timely closure of deficiencies.
  • Participate in ship–shore drills including ISM and ISPS drills.

Job Description & Requirements
  • 1) Ensure assigned ships comply with all HSSE policies, Company Safety Management System (SMS), and international regulations, including ISM Code, ISPS Code, STCW, MLC, and applicable Flag/Port State requirements.
  • 2) Manage ship stability, navigation, mooring, and cargo operations of assigned ships, coordinating with
    • a) Flag and Port States
    • b) Terminal and oil majors
    • c) Classification Societies
    • d) Ship owner or Ship Manager
    • e) P&I and H&M insurance
    • f) Other applicable organizations
  • 3) Conduct inspections, internal and external audits, navigation audits, and SIRE inspections for assigned ships, and oversee timely closure of deficiencies, non-conformances, and observations as scheduled by DPA.
  • 4) Participate in and coordinate ship–shore drills including:
    • a) ISM Ship/Shore drills every 12 months
    • b) ISPS Ship/Shore drills every 18 months
    • c) Cyber Security drills every 18 months
  • 5) Ensure charts, ECDIS, publications, and port marine notices are updated; verify that all vessel certificates and documents are valid and approved per the Company’s Q-CER list; ensure cargo hoses, fenders, mooring ropes, and other instruments are maintained and valid.
  • 6) Review and monitor compliance with the Company’s environmental policies, including:
    • a) MARPOL requirements
    • b) Ballast water management
    • c) Waste management
    • d) Emission control regulations
  • 7) Monitor and follow up on deck monthly reports, Master’s SMS review (every 12 months) and Master navigation reports (every 12 months) for assigned ships.
  • 8) Assist in onboard incident investigations for assigned ships, gathering and analyzing information, and participate as a member of the Emergency Response Team (ERT) when assigned by DPA.
  • 9) Conduct interviews and assessments for deck officers on assigned ships, including:
    • a) New employment or promotion recommendations for Masters and Chief Officers
    • b) Disciplinary issues
    • c) Master performance reviews (every 12 months)
    • d) Re-joining briefings
  • 10) Provide summary feedback and recommendations on assigned ships during scheduled department meeting and company meetings.
  • 11) Work in a responsible and harmonious attitude to fulfil the Company mission and vision and policies.
  • 12) Assist and support the functions of shipping departments as required.
Required Education and Experience
  • Recognized degree in Maritime Studies or an equivalent qualification.
  • Minimum Class 2 Deck Officer Certificate of Competency (Chief Officer).
  • Minimum 1-year sea service as Chief Officer onboard oil tankers.
  • A Master’s Certificate of Competency holder and sea service as Master will be an advantage.
  • Shore-based ship management experience is preferred.
  • Chemical sailing experience is preferred.
  • Strong technical knowledge of ship operations.
  • Proficiency in Microsoft Office suite.
