Position Title: Plant HR Head, Tuas API Manufacturing Facility

Role Purpose

Strategic HR Leader to head the Human Resources function at API manufacturing facility in Tuas, Singapore. The role will support the Site Leadership Team and partner with cross‑functional stakeholders to drive a successful business transition, embed robust HR practices and foster a high‑performance culture. This position reports to the Regional HR Leader.

Key Responsibilities
  • Act as a strategic HR Business Partner to site leadership and aligning people strategy with business goals.
  • Lead site‑wide HR functions, including employee relations, performance management, talent acquisition and workforce development.
  • Drive manpower planning, cost optimization, and workforce analytics.
  • Ensure compliance with Singapore’s labor laws, regulatory standards, and internal governance frameworks.
  • Manage union engagement and industrial relations especially post‑transition.
  • Coach managers and employees on HR best practices to build a high‑performance, compliant work culture.
  • Lead employee engagement, retention strategies, and organizational development initiatives.
  • Manage, mentor, and develop the site HR team, fostering collaboration and professional growth.
  • Collaborate with local and regional teams for consistent execution of HR strategies.
Qualification and Experience

Candidates are expected to have the following qualifications, skills, and experience.

  • Bachelor’s degree in human resources or related fields; postgraduate qualifications preferred.
  • 15+ years of progressive HR experience, including at least 5 years within Singapore’s manufacturing setup.
  • Proven experience managing industrial relations and union matters; familiarity with NTUC frameworks is a plus.
  • In‑depth knowledge of Singapore employment legislation and statutory requirements.
  • Background in pharmaceuticals, chemicals, or large‑scale manufacturing preferred.
  • Demonstrated success in team management and proven leadership during organizational transitions.
  • Strategic thinker with operational agility.
  • Expertise in manpower planning, cost control, and HR metrics.Strong communication and stakeholder management skills.
  • Effective coaching and influencing skills.
  • High integrity, resilience, and adept at navigating complex HR challenges.
