Job summary

A marine operations company located in Singapore is looking for a responsible individual to ensure the safe execution of mooring and unmooring operations, conduct risk assessments, and manage emergency responses related to cargo operations. The ideal candidate will possess relevant maritime certifications and have extensive knowledge of industry regulations, including ISGOTT and OCIMF. This role requires strong communication skills for effective coordination with the Marine Superintendent and other team members.

Job description

Responsible to ensure that the mooring & un-mooring operations are carried out safelyandefficiently. Ensure that the mooring/un-mooring & offload hose rigging equipment aremaintained,certified,and fit foruse,this is possible withtimelyinspection, servicing & replacement of such equipment whenrequired.Participateonthe developmentandreview of IMS procedures and work instructions.also ensure that these procedures are followed andcomplied with. Carrying out training of personnel involved in the mooring/un-mooring & offload hose connection in these IMS procedures and work instructions.Ensure these activities are carried out on board in a safe, efficient, and effective manner, as per the instructions of the Marine Superintendent and in compliance with MODEC procedures, as well as national and international regulations and standards.

Responsible for the development of risk assessments for emergencyun-mooringanddisconnection, detailing the conditions that will betaken into accountfor the above.

Support the Marine Superintendent by evaluating weather and notifying the offtake tanker, while providing guidance and control of tanker mooring, unmooring, and cargo (offloading) operations; continuously monitor conditions to give early warning of deterioration, decide when to stop offloading and initiate unmooring if required, and direct tugboats to adjust their position and power as necessary.
Ensure the safe approach, mooring, hose connection, cargo transfer, and unmooring of the offtake tanker in accordance with FPSO procedures, ISGOTT, and OCIMF guidelines. Advise the Master of the visiting tanker on local terminal procedures, hazards, environmental operating limits (wind, wave, current, visibility), and applicable regulatory requirements. Provide guidance to the offtake vessel on propulsion and thruster use for position keeping, including engine/bridge orders, main engine notice and standby requirements, tug utilization, and contingency actions for loss of heading or drift-off scenarios.

Conduct pre-arrival planning: review vessel particulars, mooring plans, boarding arrangements, manifolds, cargo/ballast readiness, tug requirements, pilotage, and weather/tide windows.
Assist in evaluating and confirming the suitability of an offtake tanker for operations with the FPSO based on the international guidelines listed below:

  • OCIMF – Ship Information Questionnaire for Oil Tankers
  • OCIMF – Guidelines and Recommendations for the Safe Mooring of Large Ships at Piers and Sea Islands
  • OCIMF – Recommendations for Oil Tanker Manifolds and Associated Equipment
  • CIMF – Standards for Oil Tanker Manifolds and Associated Equipment
  • OCIMF – Mooring Equipment Guidelines
  • OCIMF – Guidelines for Offshore Tanker Operations
  • Any other publication or international regulationdeemednecessary
Ensure that mooring equipment and offload hose connection equipment are certified in a timely manner, in compliance with international and company requirements, and report any deficiencies to the Marine Superintendent; inspect mooring and offload hose connection equipment, including loose lifting appliances, before and after every offloading operation; participate in the coordination and execution of the six-monthly offloading hose inspection and the offload hose and mooring hawser change-out activities; and ensure any damaged equipment is promptly removed from service and proper maintenance or replacement is carry out following CMMS procedure.

Responsible for preparing, verifying, and signing all pre-offloading and post-unmooring documentation; confirming that key technical parameters and checklists are properly filled; issuing post-transfer reports and certificates; and ensuring compliance with ISGOTT, OCIMF, MARPOL, SOLAS, terminal rules, and IMS, with records co-signed and archived promptly.
Responsible to the OIM for emergency response related to all offloading operations. Contribute to an effective onboard emergency response by participating in all training and drills and by acting appropriately in real situations, in accordance with MODEC procedures and guidelines, as well as applicable national and international regulations and best practices, to minimize impacts on people, the environment, assets, and the company’s reputation.
