Job description

We are a construction company managing manpower resourcesacross multiple project sites. We are seeking a Manpower Operations Manager (Construction) to support company-wide manpower coordination, site operations, and workforce-related administrative and compliance matters.

The role involves frequent frontline engagement with site-based workforces and the handling of complex manpower-related operational issues in demanding construction environments.

This position focuses on hands‑on manpower operations, working closely with project teams, site supervisors/foremen, subcontractors (including labour supply companies), and management to ensure the effective deployment, coordination, and management of construction workers across various sites.

Key Responsibilities
  • Coordinate and manage manpower deployment, allocation, and reallocation across multiple construction project sites based on operational requirements
  • Support management in overall manpower planning to meet project timelines and site needs
  • Assist in manpower sourcing activities by coordinating with approved recruitment channels, subcontractors, and internal teams to fulfil workforce requirements
  • Participate in or support recruitment activities when required, including overseas recruitment exercises or site visits, as arranged by the company
  • Coordinate onboarding, deployment, transfer, and repatriation arrangements for construction workers
  • Handle day‑to‑day workforce operational matters, including attendance tracking, absenteeism, and site‑level manpower issues
  • Assist in managing workforce‑related disputes and issues, including disciplinary matters, site conflicts, and worker complaints, in accordance with company policies and under management guidance
  • Support the coordination of work injury cases, including incident reporting, documentation, and liaison with internal teams and appointed service providers
  • Coordinate payroll‑related operational matters by working with finance, payroll, and site teams to ensure accurate attendance and wage records
  • Support the administration and coordination of manpower‑related agreements and documentation
  • Assist with compliance checks, inspections, and audits conducted by relevant authorities by preparing and coordinating required documentation
  • Maintain accurate records and reports on manpower deployment, recruitment coordination, workforce incidents, and operational matters
  • Provide operational support during peak periods, including irregular hours, site visits, and urgent manpower‑related situations as required
Requirements
  • Degree or Master’s qualification in Engineering, Engineering Management, Construction Management, or related disciplines
  • Minimum 8 years of experience in construction operations, site coordination, project support, or workforce management roles
  • Experience managing or coordinating large site‑based workforces in construction environments
  • Strong coordination, communication, and problem‑solving skills
  • Ability to handle manpower‑related operational issues in a structured and professional manner
  • Willingness to adapt to local operational and regulatory requirements
  • Comfortable working closely with construction sites and supporting operational needs, including irregular hours when required
  • Proficient in English (spoken and written)
  • Proficiency in Mandarin is required to effectively communicate with site supervisors/formen.
