The Manager, Finance & Corporate Services is responsible for the effective management of the Chamber’s day-to-day finance operations, ensuring accurate, timely, and compliant financial reporting.
Operating within a lean structure, the role anchors financial discipline, cashflow control, and internal controls, while supporting the Secretariat’s programmes, events, and services. The Manager works closely with the Director, Finance & Corporate Services on budgeting, reporting, audit support, and governance requirements, with a strong focus on execution, reliability, and control.
Key Responsibilities
Finance Operations
- Manage day-to-day finance operations for SICC and SICCRA, including accounts payable and receivable, invoicing, collections, expense claims, and petty cash
- Oversee billing for membership subscriptions, sponsorships, events, trade documentation, and other revenue streams
- Monitor receivables and follow up on outstanding balances to support credit control
- Ensure accurate bookkeeping, transaction posting, and maintenance of general ledger records
Cashflow & Banking
- Monitor daily cash positions and support short- and medium-term cashflow forecasting
- Manage banking transactions and payment processing
- Prepare and review bank reconciliations promptly and accurately
- Support prudent cash management and liquidity planning
Financial Reporting
- Prepare monthly management accounts, journals, schedules, and reconciliations
- Support variance analysis and preparation of financial summaries for Management
- Assist in the preparation of quarterly and annual financial statements
- Maintain complete, orderly, and audit-ready financial documentation
Tax, Statutory & Compliance
- Prepare and submit GST returns and other statutory filings
- Coordinate with external accountants and tax agents as required
- Ensure compliance with financial policies, procedures, and internal controls
Audit & Governance Support
- Prepare audit schedules, confirmations, and supporting documentation
- Liaise with auditors and respond to audit queries in a timely manner
- Support implementation and follow-up of audit recommendations
- Ensure proper archiving, retention, and destruction of financial records in accordance with policy
Budgeting & Planning Support
- Support annual budgeting and periodic re-forecasting exercises
- Track budget utilisation and flag material variances or risks early
- Provide finance support to programme teams on cost tracking and reconciliation
Continuous Improvement
- Support improvements to finance & corporate services processes
- Strengthen documentation to reduce key-person dependency & mitigate risks
- Undertake other finance-related duties as assigned by the Director or the CEO
Qualifications & Experience
- Degree or diploma in Accounting, Finance, or a related discipline
- Minimum 8 years’ relevant experience in finance operations or accounting roles
- Strong hands-on experience with full sets of accounts, month-end close, and audits
- Familiarity with GST and Singapore statutory requirements
- Experience in a non-profit, membership organisation, or SME environment is an advantage
