A leading materials supplier in Singapore is seeking a Human Resource Manager to oversee HR strategy, talent acquisition, and compliance management. This role involves advising management, leading recruitment efforts, and managing performance frameworks. The ideal candidate will have at least 10 years of progressive HR experience and a strong background in employment legislation. Essential Job Functions:
HR Strategy, Workforce Planning & Risk Advisory
Act as a trusted advisor to Management on HR strategy, statutory compliance, and workforce-related risk identification and mitigation.
Support manpower and succession planning through analysis of workforce capacity, capability, continuity, and future readiness.
Identify, assess, and manage people-related, compliance, and organizational risks, providing clear and actionable recommendations to Management.
Talent Acquisition, Development & Succession
Lead end-to-end recruitment and onboarding activities to meet current and future business requirements.
Implement talent development initiatives, including leadership development, succession planning, and career progression frameworks.
Identify high-potential employees and support the development of a sustainable leadership and talent pipeline.
Performance & Rewards Management
Oversee performance management frameworks, appraisal cycles, and performance improvement processes.
Manage compensation structures, salary reviews, payroll governance, and benefits administration to ensure internal equity, external competitiveness, and regulatory compliance.
Employee Relations & Engagement
Manage employee relations matters, including grievances, disciplinary actions, and exit management, ensuring consistent, fair, and compliant application of policies.
Drive employee engagement, culture, and retention initiatives that support productivity and organizational effectiveness.
HR Governance, Compliance & Audit Support
Ensure HR policies, procedures, and practices comply with employment legislation, corporate governance requirements, and internal control standards.
Provide HR support for internal and external audits, including IATF and RBA, ensuring audit readiness, accuracy of documentation, and timely closure of audit findings.
Maintain HR documentation, competency matrices, training records, and audit evidence to support quality, risk, and management system requirements.
Administration
Oversee administrative functions, service providers, vendors, and contractors within HR’s scope of responsibility.
Leadership & Functional Management
Lead, coach, and develop HR and administrative team members to build capability and continuity.
Drive continuous improvement in HR processes, service delivery, governance, and operational effectiveness.
Other Responsibilities
Perform any other duties and responsibilities as assigned by Management or the immediate Superior from time to time.
Requirements:
Degree in Human Resources Management, or a related discipline
Minimum of 10 years of progressive HR experience, including people management responsibilities
Proven experience in talent acquisition, talent development, and succession planning
Working knowledge of IATF standards and RBA requirements, with experience supporting HR-related audit elements
Strong knowledge of employment legislation and HR best practices
