Job description

Job Location: Loyang, near Pasir Ris
Industry: Aerospace

You need to ensure the proper and safe functioning of the site, as well as perform facility planning, oversight of construction, re‑modelling and repair of the facilities. In the new environment and sustainable growth, to monitor and improve energy saving and decrease environment impact of the company.

Missions & Objectives

Define, implement, and promote the company or site’s Health, Safety & Environment (HSE) policy in compliance with current regulations and company Group standards.

Be responsible for maintaining, continuously improving and raising the level of requirements and HSE standards of the company.

Lead and coordinate HSE teams or representatives, ensuring the development and upskilling of all team members.

Foster employee engagement on HSE topics around company and group strategic objectives

Actively support the business strategy through HSE actions by implementing appropriate initiatives

Drive key relevant HSE performance indicators and report regularly to management on HSE performance and progress.

Ensure compliance with internal HSE rules (Safran group and legal)

Be part of the HSE network and actively participate in relevant meetings

Take ownership of the HSE roadmap (defined at a higher organizational level) within your area of responsibility, translate it into operational objectives, and ensure successful execution in terms of timeliness, quality, and adherence to allocated budgets.

Identify, assess, and prevent occupational risks related to personnel safety, facility security, and environmental compliance.

Lead the implementation and management of the HSE management system (ISO 14001, ISO45001, etc.).

Main Activities
HSE Policy Implementation & Management
  • Deploy and animate the site’s HSE policy in alignment with regulatory requirements, company standards, and best industry practices.
  • Implement, sustain, and continually improve the HSE management system (e.g., ISO 14001, ISO 45001).
  • Monitor HSE performance metrics and indicators.
  • Compile, analyze, and present HSE reports and dashboards to senior management.
Risk Assessment & Prevention & Incident Management
  • Identify, analyze, and evaluate occupational hazards and environmental risks.
  • Develop and implement risk mitigation plans and preventive measures.
  • Organize regular workplace inspections and risk assessments.
  • Investigate incidents, accidents, and near‑misses, conducting root‑cause analysis and using methodologies to implement corrective/preventive action plans.
  • Define and track corrective and preventive action plans, ensuring their effectiveness.
  • Identify, assess and prevent occupational risks: safety of people, security of facilities, compliance with environmental standards.
  • Coordinate and supervise emergency evacuation drills.
Compliance, Audits & Certifications
  • Ensure ongoing compliance with local and international HSE regulations and company standards.
  • Conduct regular regulatory watch to anticipate legal and technical changes (i.e. chemical products regulation) or new requirements.
  • Maintain and ensure HSE documentation up to date and records pertaining to HSE processes and legal compliance. Review organization manuals to ensure compliance with regulatory/process changes such as enduring facility fire safety and safety notices kept up to date.
  • Prepare, coordinate, anticipate and participate in internal and external HSE audits and certifications.
  • Lead preparation and follow‑up of HSE certification processes (ISO 14001, ISO 45001).
  • Manage relationships with external organizations, i.e. labor inspectors, occupational health services, auditors.
  • Actively participate, comply with and promote the workforce safety/OSH and environmental programs and safety management system. Manage the Safety Committee, conduct and document the meetings.
  • Carry out safety, vendor, product and process audits to ensure compliance with requirements.
Training & Awareness
  • Manage HSE teams or relays, coordinate actions, and ensure their skills development.
  • Design, deliver, and coordinate HSE training programs for all staff members.
  • Facilitate awareness campaigns to reinforce HSE culture and best practices.
  • Support managers and employees in adopting a proactive attitude towards HSE.
  • Guide and mentor HSE representatives within operational departments.
  • Manage safety and fire safety training needs and ensure all assigned personnel (i.e. first aiders, fire wardens, fire fighters and others) are trained.
Facilities Management
  • Oversee the day‑to‑day operations and maintenance of facilities, ensuring a safe, efficient, and well‑maintained working environment.
  • Manage general facility management in conjunction with the building owner, for repair of building structure defects, air‑conditioning, power supply and lift operations.
  • Manage vendors and service providers, including contracts, performance, and cost control.
  • Plan and coordinate preventive maintenance, repairs, and improvement works.
  • Support space planning, office moves, and facilities‑related projects as required.
Energy Management
  • Manage all energy‑related correspondence in accordance with Company’s requirements, including liaising with utility providers, consultants, and internal stakeholders.
  • Coordinate communication on energy consumption, billing, and efficiency initiatives.
  • Support communication on energy optimization and sustainability initiatives.

Job Requirements
  • Diploma or Degree in Engineering (Aviation/Aeronautics/Astronautics/Mechanical/Electrical/Electronic) or equivalent.
  • Trained / certified WSH Safety Officer is required.
  • At least 5 years of working experience in EHS with training & audit experience, preferably in the aerospace industry.
  • Knowledge of LEAN methodology and EHS such as ISO 14001 and ISO 45001 would be an added advantage.
  • Analytical and synthesis skills, with a results‑oriented and problem‑solving approach. Able to perform statistical analysis and HSE reporting.
  • Highly dynamic, well‑organized, and able to operate effectively under pressure to manage crisis and emergency planning.
  • Proactive, self‑starter and able to drive initiatives with a focus on results. Able to demonstrate team spirit, leadership, autonomy, rigor, and exemplary conduct.
  • Team‑player with excellent interpersonal, leadership, communication, analytical and problem‑solving skills.
  • Strong written and verbal communication skills.
  • Proficient in Microsoft Office such as Word/Excel/PowerPoint.
