Job summary

A recruitment agency in Singapore is seeking an experienced Human Resources professional to manage HR functions including recruitment, payroll, employee relations, and compliance with local regulations. The successful candidate will have a degree in HR or Business Administration and 5–8 years of experience, preferably in the construction industry. This role requires strong management skills and the ability to oversee various HR programs including training and development.

  • Experience with compliance to Singapore labour laws and MOM regulations.
  • Ability to manage end-to-end recruitment and training programs.

Human Resources
  • Oversee and manage the full spectrum of HR functions including recruitment, onboarding, payroll, performance management, employee relations, and offboarding
  • Develop, implement, and review HR policies and procedures in compliance with Singapore labour laws and MOM regulations
  • Advise management on HR matters, manpower planning, and organizational development
Recruitment & Manpower Planning
  • Manage end-to-end recruitment for office, site
  • Coordinate with recruitment agencies and subcontractors for manpower sourcing
  • Manage worker housing, dormitory arrangements, and welfare matters
Payroll & Compensation
  • Oversee monthly payroll processing
  • Ensure accurate payroll reporting and compliance with statutory requirements
  • Administer employee benefits, leave management, and insurance matters
Training & Development
  • Coordinate training programs including WSH, safety, and skills upgrading
  • Manage training grants and submissions where applicable (e.g. BCA / SkillsFuture)
  • Maintain training records and certification tracking
HR Administration & Reporting
  • Maintain accurate employee records and HR documentation
  • Prepare HR reports on manpower, turnover, payroll, and compliance
  • Support management with HR-related data analysis and planning
Requirements:
  • Degree or Diploma in Human Resources, Business Administration, or related field
  • Minimum 5–8 years of HR experience, preferably in the construction industry
