Job Summary

The HR Manager will oversee end-to-end HR activities, with a core focus on APAC payroll & tax management (Singapore, Thailand, Taiwan Region, U.S.) and full-cycle HR support for Singapore-based employees. Key responsibilities include salary/benefits administration, training, onboarding/offboarding, work pass applications, team building, and localized policy development. The role requires 8+ years of HR experience, fluency in English and Chinese, and a bachelor’s degree.

Key Responsibilities
  1. APAC Payroll & Tax Compliance
    • Manage payroll/tax processing for APAC (Singapore, Thailand, Taiwan Region) and U.S., ensuring accuracy, timeliness, and adherence to local laws (e.g., Singapore CPF, U.S. FICA).
    • Track regional tax/labor law updates; update processes to mitigate compliance risks.
    • Collaborate with tax authorities, payroll vendors, and Finance to resolve issues and submit required filings.
    • Audit payroll/tax records quarterly to ensure data integrity.
  1. Singapore Employee HR Management
    • Administer salaries, bonuses, and benefits (medical/retirement plans) for Singapore staff; align with market trends.
    • Design and deliver training programs; manage onboarding/offboarding (exit interviews, asset clearance).
    • Handle work pass applications/renewals (Employment Pass, S Pass) per Singapore MOM regulations.
    • Plan regular team-building activities to boost morale and cohesion.
  1. Localized Policy & Strategy
    • Lead development of APAC-localized HR policies (focus on Singapore), ensuring alignment with local laws and global company values.
    • Communicate policies to teams; provide training for consistent implementation.
    • Update policies periodically based on business needs and regulatory changes.
  1. HR Operations & Support
    • Oversee daily HR operations; lead/coach HR teams (if applicable).
    • Advise managers on employee relations (performance, discipline, conflict resolution).
    • Analyze HR data to inform decisions; support global HR strategy execution.
Required Qualifications
  • Education: Bachelor’s degree (or higher) in HR Management, Business Admin, or related field.
  • Experience: 8+ years of progressive HR experience (3+ years in management); proven track record in APAC (Singapore, Thailand, Taiwan Region) and U.S. payroll/income tax.
  • Language: Fluent in English and Chinese (spoken/written) – must use both as working languages.
  • Skills:
  • Proficiency in local payroll and tax policy.
  • Strong knowledge of Singapore labor laws (salary, work passes, benefits).
  • Excellent leadership, communication, and problem-solving abilities.
Preferred Qualifications
  • Global company experience.
  • HR certifications (SHRM-SCP, HRCI-SPHR).
  • Experience with HR projects (system implementations, policy revisions).
Salary & Benefits
  • Salary: 6,000–9,000 (based on experience/qualifications) with AWS and Annual Bonus.
