Job Description

We are seeking an experienced and proactive HR Manager to oversee all human resource functions within our landscape company. The ideal candidate will have a solid understanding of Singapore's employment laws and regulations, including CPF administration, foreign worker management (including levy and work permit matters), payroll, and other HR compliance tasks. This role requires strong organizational skills, attention to detail, and the ability to manage a diverse workforce effectively.

Role and Responsibilities
MAIN SCOPE OF WORK INCLUDED BUT NOT LIMITED
1. HR Operations & Administration
  • Maintain and update employee records and HR databases.
  • Administer all HR documentation, including employment contracts, confirmation letters, and termination notices.
  • Manage the end-to-end onboarding and off boarding processes.
2. Foreign Worker Management
  • Handle applications, renewals, and cancellations of Work Permits (WP) via MOM's WPOL or related portals.
  • Monitor and manage foreign worker quotas and dependency ratios.
  • Ensure timely and accurate payment of foreign worker levies and manage appeals or waivers when required.
  • Maintain proper documentation related to foreign workers (e.g., passports, permits, medical insurance, and safety certifications).
3. Payroll & Compensation
  • Oversee monthly payroll processing, ensuring accuracy and compliance with statutory requirements.
  • Ensure timely submission and payment of CPF contributions for local employees.
  • Manage contributions to SDL, SHG, and other statutory funds.
  • Handle salary adjustments, bonuses, and other remuneration matters.
4. Compliance & Policy Management
  • Ensure HR practices comply with local labor laws, MOM regulations, and industry standards.
  • Maintain up-to-date HR policies and procedures.
  • Liaise with relevant government agencies such as MOM, CPF Board, and IRAS.
5. Employee Relations & Performance Management
  • Support line managers in handling employee grievances and disciplinary matters.
  • Facilitate performance appraisal cycles and employee development initiatives.
  • Promote employee engagement and workplace harmony.
Qualifications and Education Requirements
  • Diploma or Degree in Human Resource Management, Business Administration, or related field.
  • Minimum 3-5 years of HR experience, preferably in construction, landscaping, or related sectors.
  • Strong knowledge of Singapore employment legislation, CPF, foreign worker regulations, and MOM systems (e.g., WPOL, EPOL).
  • Proficient in MS Office and HRIS systems.
