Job Summary

We are seeking an experienced and adaptable Human Resources & Admin Manager to support a China-headquartered company expanding its presence in Singapore. The ideal candidate will manage full-spectrum HR and administrative functions, ensure compliance with local regulations, and bridge communication between Singapore teams and China headquarters. This role plays a critical part in helping the organisation establish smooth operations, build local capabilities, and foster a culturally harmonious work environment.

Key Responsibilities
Human Resources
  • Manage full HR operations for the Singapore entity, from recruitment to onboarding, payroll, and offboarding.
  • Coordinate closely with China headquarters on HR policies, reporting, manpower planning, and administrative alignment.
  • Administer all corporate insurance policies (WICA, PA, H&S, Travel, PL, ISR, etc.).
  • Handle payroll with strict confidentiality and ensure alignment to Singapore statutory requirements.
  • Lead the end-to-end hiring process, including job postings, resume screening, interviews, and selection.
  • Ensure accurate employee records, employment contracts, and HR documentation.
  • Support performance management processes and talent development initiatives customised for Singapore operations.
  • Provide guidance on HR policies, employee relations matters, and cultural integration.
  • Assist the company in adapting China-based policies to Singapore labour practices.
  • Ensure compliance with Singapore employment laws, MOM requirements, TAFEP guidelines, and audit requirements.
Administration
  • Oversee administrative and office operations for the Singapore branch.
  • Liaise between China headquarters and Singapore teams on administrative workflows, approvals, and documentation.
  • Coordinate company events, customer visits, and cross-border business meetings.
  • Support setup activities such as office administration, vendor management, and basic finance/HR support when required.
Job Requirements
  • Bachelor’s degree in Human Resources, Business, or a related field.
  • At least 5 years of HR and admin experience, preferably in China companies, MNCs with China HQ, or industries such as electronics, technology, distribution, or trading.
  • Strong working knowledge of Singapore HR practices, labour laws, and statutory compliance.
  • Fluent in both English and Mandarin to liaise effectively with China counterparts.
  • Comfortable navigating cultural differences and mediating between China and Singapore workstyles.
  • Strong communication, interpersonal, and stakeholder management skills.
  • Able to work independently in a fast-paced, cross-border environment.
