Job description
Role Summary

E-Contract is looking for a senior leader to drive business growth, account strategy, and operational structure in the manpower outsourcing industry. This role will manage key client relationships, develop new accounts, and build a scalable delivery framework covering recruitment pipeline, payroll compliance, and workforce deployment.

The ideal candidate has strong leadership ability, structured thinking, and proven experience in building systems, teams, and partnerships.

Key Responsibilities
1) Business Development & Revenue Growth
  • Drive new client acquisition and expand existing accounts in logistics, warehouse, manufacturing, and service industries.

  • Develop BD strategy and execution plan to achieve monthly/quarterly revenue targets.

  • Lead proposal, quotation, and contract negotiation (outsourcing / recruitment / payroll).

2) Key Account Management & Client Retention
  • Manage and grow strategic accounts (e.g., warehouse operators, 3PL, e-commerce fulfilment, factories).

  • Maintain strong client relationships and ensure service performance meets SLA expectations.

  • Conduct regular account health reviews (headcount, attrition, productivity, margin).

3) Recruitment & Workforce Supply Strategy
  • Build a stable recruitment supply system (local + WP hiring).

  • Work closely with recruiters to improve conversion rate, show-up rate, and retention.

  • Ensure manpower planning aligns with client ramp-up requirements and business forecast.

4) Operations & Service Delivery Management
  • Set up and improve internal SOP for deployment, attendance, payroll submission, claims, and reporting.

  • Ensure daily operations are smooth (site performance, replacement planning, discipline issues).

  • Improve productivity and reduce operational firefighting through structured processes.

5) Compliance & Risk Control
  • Ensure compliance with MOM / CPF / IRAS / WICA / SDL and related manpower regulations.

  • Monitor quota utilization and manage WP/SP application/renewal tracking.

  • Identify operational risks (absconding, no-show, over OT, client disputes) and implement controls.

6) Team Leadership & Management System
  • Build and lead a high-performing team (BD + recruitment + operations support).

  • Implement KPI tracking and management cadence: weekly report, monthly review, quarterly planning.

  • Drive a culture of accountability, execution, and long-term growth.

Experience
  • 8+ years experience in manpower outsourcing / recruitment / staffing / workforce solutions.

  • Strong exposure to sales + operations + people management.

  • Experience handling large accounts and ramp-up hiring is a strong advantage.

Skills & Competencies
  • Strong negotiation and client communication skills.

  • Structured thinker: able to build SOP, reporting, and management framework.

  • Strong leadership, calm under pressure, high ownership.

  • Good understanding of manpower cost structure (levy, payroll, margin, OT, compliance cost).
