Company Description

Mun Siong Engineering Limited, established in 1969, is a leading integrated provider of turnkey mechanical engineering, plant maintenance, and electrical and instrumentation (E&I) services. Listed on the Singapore Stock Exchange since 2010.

Key Responsibilities
1. Planning and Coordination
  • Coordinate, monitor, and control all engineering and project management activities during the planning phase.
  • Develop project objectives in collaboration with the Business Unit.
  • Define engineering scope and allocate responsibilities within the project team with clear accountability.
  • Plan, resource, and manage the engineering organization, including subcontractors (engineering or EPC) and equipment vendors.
2. Project Execution Support
  • Support the Project Manager throughout detailed design, construction, and commissioning phases in all engineering-related matters.
  • Implement and maintain review and approval processes for engineering deliverables.
  • Manage the schedule and priorities of all engineering deliverables to meet project milestones.
  • Ensure that design changes are properly controlled and documented.
3. Technical and Interface Management
  • Coordinate engineering interfaces with Procurement, Construction, and Commissioning teams.
  • Verify that all engineering services and purchased technical goods meet contractual and quality requirements.
  • Prepare and support engineering-related decisions to ensure technical integrity and project alignment.
4. Tendering and Cost Estimation
  • During the tendering phase, identify engineering scope and requirements.
  • Provide input and assist in cost estimation and proposal preparation.
5. Health, Safety, and Environment (HSE)
  • Ensure the highest level of HSE performance within all design and engineering aspects of the project.
  • Promote and implement safety-by-design principles.
6. Project Administration
  • Support the Project Manager in administrative activities, including progress reporting, cost and schedule control, invoicing, and risk management.
  • Contribute to project performance reviews and management reporting.
Qualifications
  1. Engineering background with good operational understanding of oil and gas industry and EPC project practice.
  2. Good knowledge of international code and standard such as ASME, API, AWS, BS, NFPA etc. Singapore standard such as SS532 and BCA requirement.
  3. Able to write effectively (i.e. Regulatory Reports, case review, training session on operational topics).
  4. Strong leadership, coordination, and communication skills.
