Key Roles and Responsibilities
  • Electrical & Instrumentation Engineer for the development and bidding of Combined Cycle Gas Turbine (CCGT) power plants, power import infrastructure, subsea cable systems, High Voltage Direct Current (HVDC) transmission, substations, Utilities projects, and other industrial facilities requiring integrated E&I systems
  • Design and review of Electrical and Instrumentation systems during front-end engineering design (FEED) and basic design for centralized utility facilities, utility power and water, petrochemical industries, HVDC systems, substations, utility-scale low carbon projects.
  • Provide technical expertise to develop E&I engineering design deliverables (e.g., SLDs, P&IDs, control system architecture, equipment list, datasheets, specifications, I/O lists, etc.).
  • Review inter-discipline design/engineering with consideration for safety, quality, performance, reliability, flexibility of operation, and optimal project and life cycle cost.
  • Carry out electrical and instrumentation studies and calculations, including load flow, short circuit, protection coordination, and control loop analysis.
  • Apply value engineering principles to optimize design and system configuration for cost-effectiveness, operational efficiency, and maintainability without compromising safety and reliability.
  • Develop and continually improve internal E&I engineering best practices and procedures to provide high-quality engineering services in support of various projects.
  • Support Project-In-Charge for overseeing contractors/vendors for on-site E&I works and ensure updated and accurate records of all electrical and instrumentation systems.
  • Conduct engineering activities during business or project development, including but not limited to pre-feasibility/feasibility studies, technical due diligence, cost estimation, site survey, technical proposals to customers, project/EPC scoping strategy, vendor selection and review, determine LCOE, budgetary quotation review and clarifications, and all related technical support and solutions.
  • Evaluate new technology and innovative solutions, e.g., advanced instrumentation systems, smart sensors, and competitive alternatives to SF6-insulated GIS.
  • Attend FAT/SAT and functional testing to ensure E&I equipment meets design intent and project premise.
  • Review and approve detailed design submitted by contractors and ensure compliance with standards and company best practices.
  • Establish systems and documentation for company E&I engineering standards and specifications, ITPs, approved vendor/manufacturer lists, material specifications, discipline’s schedule of rates and cost estimate templates, engineering checklists, etc.
  • Ensure all activities are in full compliance with regulatory and authority requirements, i.e., Energy Market Authority Act, Electricity Act, and local Codes of Practice during execution of engineering design.
  • Ensure timely engineering support to all stakeholders through resource planning, collaboration with disciplined engineers and team members, and contractor management.
  • Provide training and guidance for other team members where applicable.

  • All activities in full compliance with all legal / authority requirements.
  • All projects (development and execution) are to be designed, executed and performed to a high quality at competitive costs, safely, within schedule, within budget and meet Sembcorp and industry quality requirement.
  • All value engineering and strategic plans developed shall ensure Capex remains competitive, is sustainable and meets the company’s business and operational needs.
  • All developed and accumulated knowledge / value must be systematically retained within company
Qualifications & Experience
  • Bachelor’s degree in electrical or Instrumentation engineering, or equivalent.
  • Minimum of 5–10 years of experience in engineering and project management within the energy sector.
  • Experience in Combined Cycle Power Plant (CCPP) and Utilities projects engineering is required.
  • Proficiency in multiple energy resource simulation and optimization tools is advantageous.
  • Experience in project development and execution is preferred.
