Job description

Our client from the public linked sector is seeking a dynamic and visionary Director HR to provide executive leadership and drive enterprise-wide HR transformation at a leading institution in the industry. This is a pivotal leadership role for an experienced HR professional passionate about building a future‑ready workforce in a complex, mission‑driven environment.

Reporting directly to the Chief Executive Officer of the institution, with matrix reporting to the Group HR Head, you will shape and execute human capital strategies that strengthen workforce agility, leadership capability, and employee engagement—enabling staff to deliver high-quality services and outcomes.

Key Responsibilities
  • Lead the full spectrum of human resource management and development, including:
  • Developing and implementing progressive HR strategies aligned with institutional and organizational priorities
  • Leading workforce transformation initiatives across manpower planning, organisational design, and change management
  • Overseeing talent acquisition, talent management, succession planning, and leadership development
  • Driving performance management, rewards strategy, retention, and employee engagement
  • Providing strategic oversight of employee and industrial relations across diverse staff groups
  • Leveraging HR technology and analytics to optimise workforce planning and decision-making
  • Partnering senior leaders and key stakeholders to enable integrated, high-quality service delivery
  • Responsible for HR leadership across clinical, administrative and professional staff assigned to or hosted by the institution.
Job Requirements
  • Bachelor’s Degree in Human Resource Management, Business Administration, or a related discipline
  • Minimum 15 years of HR experience, including at least preferably 10 years in senior leadership roles, preferably within healthcare, education, or large public‑sector institutions.
  • Strong track record in HR transformation, workforce optimisation, and HR technology adoption
  • Demonstrated ability to lead in complex, highly matrixed organisations
  • Strategic thinker with strong analytical capability and proficiency in HR systems (e.g., SAP SuccessFactors)
  • Exceptional leadership presence, integrity, and stakeholder management skills
  • Excellent written, communication, and interpersonal skills, with the ability to influence at senior levels
