Job description

Our client, a prominent construction company, a well-established Japanese M&E subcontractor, is seeking a Deputy General Manager to support the Japanese General Manager in overseeing overall business operations in Singapore. This role is a senior management position with a strong focus on contractual negotiations, stakeholder management, and operational governance, rather than pure site execution. The successful candidate will play a key role in stabilizing current operations and contributing to the company’s mid- to long-term growth in Singapore.

Responsibilities
Management & Leadership
  • Act as the right‑hand support to the General Manager, providing management support aligned with local business practices.
  • Oversee company‑wide operations across electrical, mechanical, EHS, and administrative functions.
  • Drive continuous improvement initiatives to enhance operational efficiency and construction quality.
Contract & Negotiation
  • Lead negotiations with main contractors’ senior management on contract conditions and variations.
  • Lead negotiations with main contractors’ senior management on additional works arising from design changes.
Cost Claims and Budget Adjustments
  • Extension of time (EOT) and avoidance of liquidated damages.
  • Handle claims related to quality, safety, and responsibility allocation.
Project & Risk Management
  • Support Project Managers in managing large‑scale electrical projects (SGD 10M+).
  • Provide guidance during critical incidents, accidents, or major delays, and lead recovery discussions with stakeholders.
  • Propose Value Engineering (VE) solutions to balance cost efficiency and profitability.
Business Development (Future Scope)
  • Build relationships with local main contractors.
  • Support business development activities and contribute to new project acquisition.
Qualifications
Requirements
  • Bachelor’s Degree in Electrical Engineering.
  • Extensive experience in electrical construction projects, including large‑scale or complex developments.
  • Demonstrated experience negotiating directly with senior management of main contractors.
  • Senior leadership experience at Director level or equivalent, with oversight of multiple departments within a construction or M&E organization of 100 or more employees.
  • Ability to communicate effectively in English and Mandarin for business purposes, to liaise with contractors, partners, and internal stakeholders where these languages are used.
Preferred
  • Professional Engineer (PE) or Licensed Electrical Worker (LEW) accreditation.
  • Experience working within the Singapore and ASEAN construction markets.
  • Familiarity with Japanese corporate governance structures and reporting practices.
