Job summary

A leading energy and urban solutions provider in Singapore is seeking an Engineer – Quantity Surveyor (Contracts) to manage the contractual and financial aspects of construction projects. Candidates should have a degree in Building/Construction Management or equivalent, with at least 3 years of experience in the construction industry. Strong arbitration, negotiation, and communication skills are essential. Familiarity with CostX or Glodon Cubicost is preferred. Only Singaporeans will be considered.

Purpose and Scope

The Engineer – Quantity Surveyor (Contracts) is responsible for managing the contractual and financial aspects of construction projects within the built environment. This role involves preparing cost estimates, tender documents, and contract administration to ensure value for money and compliance with project requirements. The engineer supports procurement processes, monitors budgetary controls, and collaborates with stakeholders to resolve contractual issues and ensure timely project delivery.

Key Roles and Responsibilities
  • Responsible for payment / progress claims, variations orders claim, and assist the Contracts Manager in budgets, cost control and settlement of Final Account as well as maintenance of project documentations.
  • Review of Employer’s Requirements from specifications and drawings and determine scope of work, costing structures and contractual requirements specific to the project.
  • Other ad‑hoc duties as and when assigned.
Qualification, Skills and Experience
  • Degree in Building/ Construction Management/ Quantity Surveying or its equivalent.
  • Minimum 3 years of relevant experience in construction industry.
  • Strong in arbitration and negotiation skills.
  • Good understanding & knowledge of contracts law and its application.
  • Preferably well versed in various form of contracts such as PSSCOC, SIA and FIDIC as well as other international form of contracts.
  • Preferably conversant in using CostX and/or Glodon Cubicost measurement software.
  • Strong communication and presentation skills.
  • Due to the sensitive nature of the job, only Singaporeans will be considered.
