Core responsibilities:
- Responsible for procurement of projects, project contract implementation and post contract management.
- Manage and supervise team of QS on project tenders, contractual matters as well as select and award ofsuppliers and subcontractors.
- Liaise with Director (Construction) or Project Director & Contracts Director to resolve any contractual - disputes arising in the projects. Investigate and resolve or refer as appropriate. - disputes/complaints in accordance with contractual requirements in a timely manner.
- Play a key role in supporting the Project Team to consistently deliver projects that meet cost budget, salesrevenue, quality and timeline targets.
- Prepare cost estimates, monitor project budgets and cost control.
- Manage, control and supervision of QS team in contract administration and management of variation orders, cost evaluation.
- Ensure, control and monitoring department activities, process, procedure and policy are in order so as toachieve productivity, on time delivery and acceptable standards.
- Co-ordinate departmental activities and responsibilities with other departments.
- Initiate, co-ordinate and oversee the interactions with the various involved disciplines/personnel to support the project.
- Provide leadership and mentoring to QS team.
- Ensure documentation of significant events and maintenance of the appropriate records.
- Provide functional directions to assigned QS.
- Review the subcontractor's quotation for completeness.
- Ensure the involved suppliers/subcontractors/clients adhere to the specification/terms of contract.
- Evaluate and maintain list of Company's approved subcontractors/suppliers and recommending new ones into the list.
- Settlement of claims and disputes.
- Examine the completeness of next level taking off and timely performance.
- Assist and perform all tasks assigned by respective superior.
- Negotiation with subcontractor/supplier.
- Manage purchasing process.
Job Specifications:
Minimum Educational Qualifications/ Experience Required:
Degree in Civil/ Building/ QS (Min. 5 years of experience)
Diploma in Civil/ Building/ Qs (Min. 10 years of experience)
Skills and Knowledge required:
- Bilingual English/Chinese as you will be liaising with English & Chinese speaking clients & suppliers.
- Understanding of construction contracts under Singapore Institute of Architects Articles and Conditions of Building Contract (“SIA Conditions”) and Public Sector Standard Conditions of Contract (“PSSCOC”).
- Able to work independently and under pressure.
- Strong interpersonal, negotiation and communication skills.
- Strong knowledge of AutoCAD, MS Office.
