Job summary

Job description

TGRC is excited to have been retained by our client, one of the largest renewable energy Independent Power Producers (IPP) globally, headquartered in Europe, in search of a Chief Executive Officer (CEO) to join their team.

Please note that the role will require you to relocate to Dili, Timor-Leste, for a period of up to 3 years to assume the position of CEO for the Special Purpose Company (SPC). The SPC is a joint venture between my client and their partner, one of the largest conglomerates in Japan.

My client, in tandem with their partner, has successfully been awarded the first‑of‑its‑kind for Timor Leste, a utility‑scale Solar PV + Battery Energy Storage System (BESS) project, which will be due to be commissioned in 2028.

The CEO will be expected to lead the entire project team, partner and all other relevant stakeholders throughout the full life‑cycle of this project from financial closing up until commissioning and operation of the IPP project.

Responsibilities
  • HSE: Foster a proactive Health and Safety culture within the SPC and with the main contractor and subcontractors. Together with the Construction Director and the HSE manager, you will ensure that adequate HSE policies are implemented.

  • Manage the stakeholders: Establish and build strong working relationships with all key stakeholders.

  • Implement successful communication lines with the off‑taker and grid operator, the lenders, the relevant local administrations, the shareholders and the EPC contractor in order to ensure a smooth project delivery.

  • Ensure complete coordination with your team and representatives involved in the project.

  • Provide in a timely manner the right recommendations to the stakeholders of the SPC to make the important decisions for the successful delivery of the project.

  • Play a leadership role in the resolution of problems with partners, customers, contractors and subcontractors.

  • Chair the steering committee and organize the reporting to the shareholders.

  • Provide in a timely manner the right recommendations to make the relevant decisions on the project.

  • With the support of the CFO, you will implement adequate relationships with the project lenders.

  • Manage the delivery team: Together with the Finance Manager and the Construction Director, you will recruit and manage a team of around 10 or more employees.

  • Responsible for building adequate coordination, processes, reporting and methods to execute the project and promote the culture of teamwork.

  • Manage the project and risk control: With the support of the construction team, you will control, monitor and manage the key risks of the project, implement adequate mitigation measures.

  • Actively seek any opportunity to increase the value of the project by implementing adequate cost and planning controls.

  • Implement adequate contract management and claim management policies.

  • Financing: With the support of the Finance Manager, you will ensure that the project is executed in strict compliance with the financing agreements.

  • Permitting: Responsible for obtaining and maintaining all necessary permits to execute the project.

  • Manage all aspects for the governance of local entities and ensure compliance with all applicable laws and regulations.

  • Foster good relations with local communities and citizens.

  • Contracts: Participate in the upstream contracting process to ensure an optimal adjustment of contractual commitments, and incentives on quality, deadlines, milestones, costs, threats and opportunities.

Expectations
  • Bachelor's or a Master’s Degree in Science with operational expertise and experience in energy and utility‑scale project implementations.

  • Fluency in English is required, whilst proficiency in Portuguese or Tetum is a plus.

  • A substantial record in managing large, complex power projects is a must, and a PMP certificate is a plus.

  • 15 years of experience in the Asia Pacific region, with at least 10 years in the energy sector project construction is required.

  • Must have delivered a previous complex, sizable and successful project as a Project Director under project financing, with prior experience as operator or manager of an energy generation project would be strongly welcomed.

  • Must possess strong knowledge of the routine use of technical terms for commercial agreements, construction processes, and equipment used in the field of renewable energy and of power generation.

  • Must have working knowledge of financial statements, cash flow, audits and general business management as well as commercial skills and working knowledge of contracts and claim management processes.

  • Must be able to demonstrate strong leadership skills and possess experience of dealing effectively with peers, subordinates, management teams and different partners.
    Must be flexible and adapt to changing situations within the business and organization and effectively organize, plan and work according to the organizational needs.
