Category Specialist – Singapore Terminal & Lubricant Plant / Infrastructure
Location: Duo Tower, Singapore

Responsibilities
- Manage a portfolio of assigned categories, which includes:
- Category analysis – conducts supply market analysis and market benchmarking
- Develop country annual contracting plan to align with business plan objectives. Regular engagement with stakeholders to review and prioritize projects
- Develop procurement strategies to execute sustainable cost savings for the business. Ensure that strategic sourcing principles are consistently used to drive best practices
- Sourcing and negotiation – utilizes strategic sourcing process and techniques to ensure competitive advantage. Leads negotiations or assists the lead negotiator in developing and applying appropriate negotiation strategies and tactics
- Write contracts. Implementation of agreements and integration of key suppliers – develops transition plans and oversees implementation of new agreements in conjunction with relevant business experts
- Supplier performance monitoring – develop mechanism and metrics to hold suppliers accountable for performance and delivery
- Ongoing supplier and contract management – develops supplier relationships to ensure that cost reduction and value creation are ongoing activities. Utilizes strategic cost management tools and trend forecasts to assist in maximizing value of supplier relationships and contracts
- Set annual cost improvement targets and track results
- Provide functional guidance to the business stakeholders and drive P2P compliance
- Executing end-to-end procurement process in alignment and compliant with the company policies and procedures
- Act as a procurement advisor providing category guidance and implementation of global/regional initiatives at a local level
- Provide advice and consultation to business stakeholders on procurement and contract management policies
- Provide P2P training and work closely with stakeholders to increase P2P fluency
- Support Regional Category Managers in driving cost management opportunities and special projects for the business
- Work collaboratively as a business partner to explore and implement any cost savings and/or efficiency management opportunities
- Regularly communicate plans and progress to ensure alignment and influence the broad adoption of cost reduction strategies
- Leverage technologies or data analytical platforms to enhance procurement performance and process efficiency
- Drive synergy and enterprise sourcing initiatives
- Support special projects, i.e., sustainability programs
Required Qualifications
- Bachelor’s degree in engineering, business, supply chain or related fields
- Preferably 1-5 years of Procurement experience. Procurement experience in terminal and/or blend plant environment would be a plus. Fresh graduates are welcome to apply
- Have an in-depth understanding of category management, with experience in category planning, contract management, supplier management and possess strong negotiation skills
- Experience in developing / applying total cost ownership (TCO), should cost modeling and other category management techniques in strategic sourcing
- Knowledge in commercial and financial analysis associated with procurement activities
- Strong analytical and project management skills
- Good team player and strong drive for performance and results
- Excellent written, verbal communication and presentation skills
- E-Procurement knowledge – GEP / SAP capability is a plus
Work Location
The selected candidate will be based in Singapore, stationed at Chevron’s Singapore office in Duo Tower. This role will require travel to the Penjuru Terminal, with time spent on-site, to provide essential support to the business.
Relocation Options
Relocation will not be considered within Chevron parameters.
International Considerations
Selected candidate will work in Singapore under the local payroll system and benefits.
