What The Role Is

The Language Division within the National Heritage Board (NHB) provides secretariat support for the Speak Good English Movement, the Promote Mandarin Council for the Speak Mandarin Campaign, the Malay Language Council, Singapore and the Tamil Language Council.

You will be part of a secretariat team that provides all operational planning & management, and administration support for the four Language Councils and four Language Campaigns. If you are keen to be part of the Language Division, we would love to hear from you!

What You Will Be Working On

Reporting to the Deputy Director, you will be part of the Language Division in NHB. As Assistant Manager/Manager, you will:

  • Handle the Language Division’s administration, finance management and budget utilisation
  • Manage and monitor grants, donations and sponsorships of all forms (cash and in‑kind)
  • Plan procurement requirements including quotation / tender preparations, evaluations and awards
  • Take responsibility for project concept, operations and implementation, including vendor management and external relationships
  • Provide day‑to‑day operations support for all campaigns, partner activities and programmes, including events management, programmes preparation, maintaining inventory and logistics management
  • Handle report and proposal writing, KPI reporting, project evaluation, post‑programme reporting and analysis
  • Support knowledge management needs and manage all information assets

  • Administration Management – Able to deliver administrative services and solutions to support the organisation's operations. Review administration processes and identify innovative solutions to improve service efficiency and experience.
  • Programme Implementation – Implement, monitor and control all aspects of a programme, strategically utilising resources to achieve the objectives within the agreed timelines, costs and performance expectation. Oversee the implementation of programme to ensure programme objectives are met and quality standards maintained.
Work Experience And Knowledge
  • Preferably minimum 2 to 4 years of relevant working experience with sound knowledge in budget and finance management and procurement.
  • Strong interpersonal skills with excellent written and verbal communication abilities.
  • Resourceful team player with attention to detail and ability to multi‑task in a fast‑paced environment.
  • Able to work under pressure.
  • Strong skills in MS Excel and other data analytics will be an advantage.
  • Some interest in language and culture.
  • Willing and able to work some evenings, weekends and public holidays to support campaign programmes and events.

Successful candidates will be offered a 2‑year contract in the first instance.
