What the role is

The Government Technology Agency (GovTech) aims to transform the delivery of Government digital services by taking an "outside-in" view, putting citizens and businesses at the heart of everything we do. What you will be working on

We're looking for a senior leader to join GovTech AI Practice as the Assistant Director, Capability Management & Partnerships. In this role, you will oversee a multi‑disciplinary team responsible for AI capability development and management, industry partnerships, project management and community engagement. Your mission will be to design and execute a cohesive strategy that accelerates AI capabilities development and thought leadership for the government.

Responsibilities
  • Define Strategy & Vision: Craft and continuously refine the AI capability management strategy, including defining the value proposition, positioning, and priorities. Develop a clear capability vision and roadmap that aligns with organisational goals.
  • Lead Development & Execution: Work in close collaboration with AI technical leads to plan and execute the capability development roadmap. Prioritise initiatives and identify key interventions to close technical capability gaps effectively.
  • Drive Capability Adoption: Plan and execute comprehensive go‑to‑market (GTM) plans for developed AI capabilities. Lead engagements to finalise AI capability transfer partnerships and actively market capabilities to broaden reach and drive adoption across agencies and product teams.
  • Engage on Policy: Act as a key liaison with policy teams to align AI capability needs with policy considerations, as well as to influence and shape new policy development.
  • Lead Ecosystem & Partnership Strategy: Develop strategy for our external engagement, directing the team to identify, evaluate, and forge strategic alliances with key industry players. Oversee the entire partnership lifecycle, from initial evaluation of emerging technologies to fostering deep, long‑term relationships that build and transfer critical AI capabilities.
  • Direct Strategic Intelligence & Portfolio Management: Oversee the continuous scanning and evaluation of the global AI landscape. Guide the prioritisation of AI technical opportunity areas relevant to the government, ensuring we invest in interventions that close the most critical AI capability gaps.
  • Govern Capability Development Projects: Provide oversight for a portfolio of capability development projects. You will ensure robust project management standards and empower the team to successfully scope, execute, and deliver on key initiatives handed over from the capability development team.
  • Champion Community & Communications: Support our flagship community initiatives, including "Lorong AI" and the Whole‑of‑Government (WOG) data scientist engagement. Direct AI Practice marketing and communication efforts, shaping the AI Practice narrative for board‑level updates, public events, and key stakeholder presentations.
  • Measure & Communicate Success: Support the development and tracking of overall AI Practice success metrics, achievements, and key milestones to stakeholders.
Qualifications
  • Executive Leadership Experience: Proven experience in a senior role, with a track record of building and mentoring high‑performing, multi‑disciplinary teams. You are an expert at setting a clear vision and empowering others to execute.
  • Strategic & Product Acumen: You have demonstrated success in crafting and executing end‑to‑end product or capability strategies, from market analysis and value proposition definition to go‑to‑market execution and partnership development.
  • Ecosystem & Partnership Builder: You have concrete experience identifying, negotiating, and managing high‑impact strategic partnerships with industry, academic, or public sector organisations to accelerate growth and capability transfer.
  • Technical & Business Acumen: Strong familiarity with the AI landscape and the ability to evaluate the strategic potential of new AI capabilities and partner solutions. You’re comfortable and effective in discussions with highly technical experts.
  • Exceptional Influence & Communication: World‑class communication skills with the ability to engage and influence a wide range of audiences, from technical practitioners and industry partners to the most senior levels of government leadership.
  • Public Sector Experience (Preferred): Familiarity with a government or public sector environment, including navigating policy considerations and engaging with cross‑agency stakeholders, is highly advantageous.
