Position Overview

Parsons is seeking a Senior Project Manager - Hotels in Riyadh, Saudi Arabia to lead the end-to-end delivery of major hotel assets within a landmark giga-project. Working as part of an integrated Delivery Partner team, the role provides strategic leadership across design, procurement, construction, testing, commissioning, commercial controls, and project handover. The position requires extensive experience delivering complex hotel and hospitality developments, with responsibility for coordinating multidisciplinary teams, consultants, contractors, operators, and other stakeholders. The Senior Project Manager will ensure hotel assets are delivered against approved designs, budgets, schedules, contractual obligations, regulatory requirements, safety standards, quality expectations, and operational objectives.

Health, Safety and Wellbeing

• Lead a strong health, safety, and wellbeing culture across assigned hotel projects.
• Champion Stop Work authority and ensure project personnel understand their responsibility to act when safety is at risk.
• Coordinate with HSE teams to maintain compliance with applicable regulations and Client requirements.
• Conduct regular safety audits and ensure corrective and preventive actions are implemented.

Leadership and Team Management

• Provide strategic leadership to project teams in line with Client values and delivery objectives.
• Establish clear objectives, monitor performance, and maintain accountability across project functions.
• Lead cross-functional teams and external partners responsible for complex hotel developments.
• Mentor and develop team members while promoting a collaborative, high-performance working environment.

Project Strategy and Delivery

• Establish the strategic direction for planning and execution of hotel projects within Sub-district East.
• Lead integrated planning across design, procurement, construction, testing, and commissioning.
• Ensure hotel assets are delivered in accordance with approved designs, cost plans, schedules, and milestone dates.
• Coordinate project phasing with wider district and city development plans.
• Own the project execution plan and ensure required approvals and stakeholder compliance are maintained.

Cost, Schedule and Quality Management

• Manage project resources, schedules, financial performance, quality, and safety requirements.
• Allocate Delivery Partner and contractor resources according to project priorities.
• Monitor budgets, cash flow, cost forecasts, and associated financial controls.
• Support Commercial and Procurement teams with budgeting and financial planning.
• Maintain delivery standards aligned with Client quality requirements and applicable hospitality benchmarks.

Risk, Governance and Reporting

• Maintain integrated oversight of project schedules, costs, risks, quality, and safety.
• Identify and manage project risks and opportunities, including hotel operator standards and pre-opening requirements.
• Provide regular project status reports to Client senior leadership and key stakeholders.
• Prepare executive summaries and dashboards covering progress, critical issues, risks, and mitigation measures.
• Capture lessons learned and contribute to improvements in project delivery frameworks, processes, and standards.

Design and Technical Coordination

• Lead architectural, interiors, MEP, and specialist systems design reviews.
• Ensure technical designs satisfy project specifications, regulatory requirements, sustainability objectives, operational requirements, and applicable hotel operator standards.
• Identify gaps between design requirements and contractual obligations and coordinate their resolution.
• Resolve design and contract interface issues with consultants, contractors, and hotel operators.
• Participate in value engineering and technical problem-resolution activities.

Procurement and Commercial Support

• Work with Procurement and Commercial teams on project scoping, tender reviews, proposal evaluations, and performance analysis.
• Support sourcing strategies for hotel-specific packages, including FF and E, OS and E, and specialist systems.
• Participate in contract and claims negotiations alongside Commercial teams.
• Evaluate proposals submitted by consultants, contractors, and hotel operators.

Stakeholder and Interface Management

• Coordinate across Development, City Teams, Operations, HSE, Commercial, and other project functions.
• Manage interfaces between hotel developments and adjacent infrastructure, attractions, public realm, and other assets.
• Identify cross-project dependencies and resolve interface conflicts that could affect delivery.
• Work with the Delivery Partner to establish annual objectives, resourcing requirements, critical milestones, and stakeholder engagement strategies.
• Participate in project meetings, site walks, construction inspections, stakeholder engagements, and public outreach activities.
• Support training for junior employees and new project team members.
• Perform additional project-related activities assigned by the Client.

Qualifications

• Bachelor 's Degree in Engineering, Project Management, Construction Management, Architecture, or a related field is required.
• Master 's Degree in Engineering, Project Management, Construction Management, or a related field is preferred.
• A Higher National Diploma in a relevant discipline may be considered when combined with extensive relevant experience.

Professional Certifications

• PMP or an equivalent project management certification such as PRINCE2 or Agile is preferred.
• Additional certification in construction, hospitality development, or contract management is advantageous.

Experience and Expertise

• Approximately 15 years of relevant project management experience leading complex hotel and hospitality projects from initiation through closure.
• Proven experience managing multiple hotel or mixed-use projects simultaneously.
• Extensive experience delivering mega or large-scale complex design and construction programs in private and/or government sectors.
• Significant experience developing, implementing, and managing business systems, policies, and procedures.
• Demonstrated leadership capability with experience setting objectives, motivating multidisciplinary teams, and delivering results.
• Experience working with international hotel brands and operators on design standards, technical services, and pre-opening requirements is preferred.
• Experience operating in fast-paced project environments with demanding delivery objectives.
• Strong record of collaboration across multiple departments and external delivery partners.
• Solid understanding of construction and hospitality regulations, building codes, fire and life safety requirements, accessibility standards, sustainability requirements, and hotel brand standards.
