Job summary

Parsons is seeking an experienced HSE Lead for a water pipeline project in Tabuk, Saudi Arabia. You will ensure contractors comply with HSE requirements, standards and Saudi regulations, while delivering safe, efficient operations across the project.

Responsibilities include reviewing HSE plans, conducting inspections and audits, leading incident investigations, and promoting a proactive safety culture through campaigns and training. Strong leadership and communication are essential.

Qualifications

• 10+ years' HSE construction experience with water pipelines or major linear projects.
• Strong knowledge of excavation, lifting, confined space, hot work, testing near live services.
• Proven contractor HSE performance management, audits and investigations.
• Knowledge of ISO 45001/ISO 14001 and Saudi HSE regulations.
• Excellent communication and reporting; proficient in HSE systems like Aconex and MS Office.

Responsibilities

• Review Contractor HSE deliverables including HSE Plans and risk assessments.
• Oversee high-risk pipeline activities and ensure safe work methods.
• Monitor permit-to-work systems and critical risk controls.
• Plan and conduct HSE inspections, audits and site walks.
• Lead or support incident reporting, investigation and root-cause analysis.
• Oversee road safety and logistics risk across remote sites.
• Ensure environmental controls including waste management and water discharge.
• Oversee welfare, heat stress management and emergency arrangements.
• Prepare HSE reports and KPIs for leadership review.
• Promote safety culture through campaigns, toolbox talks and training.
