Role Context

The Project Director will serve as Parsons ' senior representative for a major infrastructure development, providing executive-level direction from mobilization through final delivery. The position will be accountable for converting client objectives into an executable program structure supported by clear governance, disciplined planning, capable teams, and measurable performance controls. The role will oversee a broad multidisciplinary organization of engineers, designers, technical specialists, managers, and support personnel while coordinating with the client, subcontractors, regulatory agencies, adjacent PMC teams, and multiple design organizations. Effective leadership will be essential to protecting schedule, cost, quality, safety, commercial performance, and stakeholder confidence across the program.

Key Responsibilities
  • Act as Parsons ' principal project representative with the Client throughout program execution.
  • Maintain senior-level relationships with Client leadership, key subcontractors, consultants, and delivery partners.
  • Provide executive oversight across all technical, commercial, fiscal, administrative, and operational project functions.
  • Lead development and implementation of the Project Execution Plan.
  • Oversee establishment of the Health and Safety Plan, Quality Assurance and Quality Control Plan, and other required management documents.
  • Define program requirements, project objectives, governance arrangements, reporting expectations, and delivery criteria.
  • Ensure draft and final deliverables remain aligned with approved project requirements.
  • Establish clear accountability across the project organization.
  • Assign major responsibilities to senior team members according to capability, experience, and project priorities.
  • Lead a large multidisciplinary organization of engineers, designers, discipline leads, managers, and technical support personnel.
  • Mobilize internal resources through coordination with support departments, regional offices, and affiliated business units.
  • Work with department and profit center managers to identify suitable personnel for key project positions.
  • Review staffing requirements as project scope, schedule, and delivery priorities evolve.
  • Provide input into performance reviews, development plans, succession planning, and leadership development.
  • Maintain effective communication across geographically or organizationally distributed project teams.
  • Coordinate with third-party PMC teams working on adjacent or interfacing projects.
  • Manage interfaces between multiple design teams and technical disciplines.
  • Ensure responsibilities at project boundaries are clearly defined and actively managed.
  • Lead coordination of complex development infrastructure packages and multidisciplinary scopes.
  • Work with Project Managers, Project Engineers, and discipline leads to establish budgets, schedules, and delivery plans.
  • Monitor progress against approved baseline objectives.
  • Challenge forecasts and recovery assumptions where performance begins to deviate from plan.
  • Direct development of corrective action plans for potential cost overruns, delays, or delivery shortfalls.
  • Ensure significant scope changes are properly assessed before implementation.
  • Negotiate changes in scope with the Client and key subcontractors.
  • Support commercial teams in evaluating impacts arising from changed requirements.
  • Ensure project commitments, instructions, and decisions are followed through to closure.
  • Monitor major milestones and identify conditions that could affect cost, schedule, quality, or delivery.
  • Provide management with accurate reporting on overall program status and emerging concerns.
  • Establish structured weekly reviews to evaluate performance and agree priority actions.
  • Monitor closure of critical actions arising from project leadership meetings.
  • Promote technical excellence through disciplined engineering governance and quality assurance processes.
  • Ensure design and engineering outputs comply with applicable standards, regulations, and project requirements.
  • Maintain oversight of interfaces between design, construction, procurement, commissioning, and operational requirements.
  • Support resolution of major technical issues requiring cross-disciplinary or executive intervention.
  • Ensure project teams make appropriate use of current engineering technologies and software capabilities.
  • Maintain awareness of industry practices, regulatory developments, and technical innovations relevant to the program.
  • Lead coordination with regulatory agencies and public authorities where required.
  • Participate in negotiations and public meetings supporting Client objectives.

Ideal Profile

The position requires a bachelor 's degree in Engineering or another closely related discipline. Candidates should have at least 20 years of relevant professional experience, including substantial supervisory and managerial responsibility. The successful candidate should have a strong record of managing and delivering major development infrastructure or mega-project programs. Significant experience directing large groups of engineers, designers, technical specialists, and project support personnel is required. Candidates should demonstrate previous experience coordinating multiple design teams across complex multidisciplinary scopes. Experience working alongside third-party PMC teams on adjacent or interfacing projects is important. The role requires a thorough understanding of major project execution, engineering management, budgeting, scheduling, commercial awareness, quality management, safety, and stakeholder coordination. Professional Engineer registration and active membership in a recognized professional engineering society are required.
