ILF Consulting Engineers in Saudi Arabia is seeking a Senior Contract & Procurement Specialist to support management in safeguarding commercial and regulatory interests across client contracts and procurement activities.

The role combines hands-on execution with increasing responsibility in sourcing, supplier qualification, negotiations, and governance, ensuring value creation and risk mitigation for complex infrastructure projects.

Qualificações

• Bachelor’s degree in Law, Quantity Surveying, Engineering, Business Administration, or related field.
• 8-12 years of contracts and procurement experience in relevant sectors.
• Experience with FIDIC, JCT, PPP, and Saudi frameworks.
• Strong knowledge of Saudi procurement and regulatory frameworks.
• Excellent English and Arabic communication.

Senior Contract & Procurement Specialist

The Senior Contract & Procurement Specialist supports ILF KSA Management in protecting the company’s commercial, legal, financial, and reputational interests across client contracts, sub-consultancy agreements, supplier contracts, and procurement activities. The role combines hands-on contract and procurement execution with increasing responsibility in sourcing, supplier qualification, negotiations, contract administration, claims support, guarantees management, local content compliance, and engagement with Saudi regulatory authorities. The successful candidate will play a key role in ensuring compliance, value creation, risk mitigation, and efficient procurement and contract management practices across the business.

Qualification

• Bachelor’s degree in Law, Quantity Surveying, Engineering, Business Administration, or a related discipline; Master’s degree preferred.
• 8-12 years of experience in contracts and procurement within engineering consultancy or large-scale Infrastructure, Water, Energy, or Industrial projects, with proven Saudi Arabia market experience.
• Demonstrated experience supporting or coordinating contract and procurement activities throughout the project lifecycle.
• Working knowledge of major contract forms such as FIDIC, JCT, PPP, and KSA-specific contract frameworks used by Saudi Aramco, SWCC, NWC/Marafiq, NEOM, ROSHN, Royal Commission, and MoMRAH.
• Strong understanding of Saudi procurement, commercial, and regulatory frameworks, including Government Tenders and Procurement Law, VAT, Withholding Tax, e-Invoicing, GOSI, and Saudi Labour Law.
• Experience in procurement planning, tendering, supplier selection, bid evaluation, contract administration, and procurement governance.
• Strong commercial, analytical, and negotiation skills with exposure to claims management and bank guarantees.
• Excellent written and verbal communication skills in both English and Arabic.
• Valid Saudi work eligibility or transferable Iqama.
