Job summary

ILF Consulting Engineers in Saudi Arabia seeks a Senior Procurement & Contracts Manager to lead procurement, commercial, and contract management across major infrastructure projects. The role protects client interests, drives procurement strategies, oversees claims and change orders, and leads contractor negotiations to deliver successful outcomes.

The candidate should have 15+ years of experience in procurement and contract management within large-scale projects, with strong client-side or PMC

Qualifications

• 15+ years of experience in procurement, commercial, and contract management roles.
• Proven experience on major infrastructure, construction, or multidisciplinary capital projects.
• Strong client-side, PMC, consultancy, or major contractor background.
• Extensive experience in contract administration, procurement strategy, tendering, claims, variations, and change order management.
• Advanced negotiation skills with demonstrated success in contractor negotiations and dispute resolution.
• Strong commercial acumen with expertise in cost management, forecasting, budget control, and commercial risk management.
• Experience in Saudi Arabia or GCC infrastructure projects is highly desirable.
• Excellent English communication and reporting skills; Arabic is an advantage.

Job description

The Senior Procurement & Contracts Manager will lead procurement, commercial, and contract management activities across major infrastructure and construction projects. The role is responsible for protecting client interests, managing procurement strategies, overseeing claims and change orders, leading contractor negotiations, mitigating commercial risks, and ensuring successful commercial delivery throughout the project lifecycle.

Qualification

• 15+ years of experience in procurement, commercial, and contract management roles.
• Proven experience on major infrastructure, construction, or multidisciplinary capital projects.
• Strong client-side, PMC, consultancy, or major contractor background.
• Extensive experience in contract administration, procurement strategy, tendering, claims, variations, and change order management.
• Advanced negotiation skills with demonstrated success in contractor negotiations and dispute resolution.
• Strong commercial acumen with expertise in cost management, forecasting, budget control, and commercial risk management.
• Bachelor’s degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Procurement, Law, or a related discipline.
• Professional membership such as MRICS, MCIPS, CIOB, or equivalent is preferred.
• Experience in Saudi Arabia or GCC infrastructure projects is highly desirable.
• Excellent English communication and reporting skills; Arabic is an advantage.
• Industry experience in Infrastructure, utilities, water/TSE, landscape, urban development, public realm, and other large-scale construction programmes within Saudi Arabia or the GCC preferred.
