Job summary

ILF Consulting Engineers KSA seeks an experienced HSE Director to lead all Health, Safety and Environmental activities on a major infra project in Saudi Arabia. You will manage the PMC HSE function, supervise contractor compliance, review plans, risk assessments and permits, and drive incident investigations while upholding client requirements and international standards.

• Degree in Engineering, Environmental Science, Occupational Safety or related.
• 15 years’ BSc or 12 years’ MSc experience in construction HSE leadership.
• PMC/consultancy experience preferred.
• Strong SBC, OSHA, MHRSD regulatory knowledge, ISO 45001/14001/9001.
• Experience in reviewing high-risk activities, incident investigations, permit-to-work.
• NEBOSH International Diploma is mandatory; Lead Auditor certification desired.
• Fluent English; Arabic an advantage.

Job description

ILF Consulting Engineers KSA is seeking an experienced HSE Director to lead and oversee all Health, Safety, and Environmental activities on a major infrastructure project. The role is responsible for managing the PMC HSE function, supervising contractor compliance, reviewing HSE plans, method statements and risk assessments, overseeing permit-to-work and high-risk activities, leading incident investigations, and ensuring compliance with client requirements, SBC, MHRSD regulations, and ISO standards. The successful candidate will work closely with the Client, Contractor, and project stakeholders to promote a strong safety culture and achieve the highest HSE standards across the project.

Qualification

• Degree in Engineering, Environmental Science, Occupational Safety, or a related discipline preferred.
• BSc with 15 years’ experience, or MSc with 12 years’ experience
• Experience in construction HSE, including senior HSE leadership roles on major infrastructure, construction projects.
• PMC/consultancy experience preferred.
• Strong knowledge of SBC, OSHA, MHRSD regulations, and ISO 45001/14001/9001 standards.
• Experience in reviewing high-risk work activities, incident investigations, permit-to-work systems, and contractor HSE management.
• NEBOSH International Diploma (mandatory).
• Lead Auditor certification (ISO 45001/14001/9001).
• Strong leadership, reporting, stakeholder management, and communication skills.
• Fluency in English is mandatory; Arabic is an advantage.
