Petroraq Engineering Co. Ltd.is seeking an experienced Project CostControl Engineer (Civil) to monitor, analyze, and control project costs acrosscivil, infrastructure, and construction projects. The successful candidate willbe responsible for budget management, cost forecasting, progress measurement,and financial reporting to ensure projects are delivered within approvedbudgets while maintaining quality and schedule objectives.
Key Responsibilities
- Develop andmaintain project cost control systems, budgets, and cost breakdownstructures (CBS).
- Monitor actualproject expenditures against approved budgets and identify cost variances.
- Preparedetailed cost reports, cash flow forecasts, and Estimate at Completion(EAC) reports.
- Track projectcommitments, purchase orders, subcontractor costs, and materialexpenditures.
- Coordinate withPlanning, Procurement, Engineering, and Site Execution teams to monitorproject progress and cost performance.
- Review andvalidate subcontractor payment applications, progress claims, andvariation orders.
- Analyze labor,equipment, material, and subcontractor productivity to identifycost-saving opportunities.
- Prepare monthlycost reports, earned value analysis, and project performance dashboards.
- Monitor changeorders, claims, and additional works to assess their financial impact.
- Support projectmanagers in preparing revised budgets and recovery plans for costoverruns.
- Maintainaccurate records of project costs, commitments, forecasts, and financialdocumentation.
- Participate inproject meetings and provide management with timely cost performanceupdates.
- Assist inproject close-out, final cost reconciliation, and lessons-learnedreporting.
- Ensurecompliance with company cost control procedures, contractual requirements,and applicable project standards.
Qualifications & Requirements
- Bachelor'sdegree in Civil Engineering from a recognized university.
- Minimum 3-5years of relevant experience in project cost control within civil,infrastructure, or EPC construction projects.
- Strongknowledge of budgeting, cost forecasting, earned value management, andcost variance analysis.
- Provenexperience in monitoring civil construction costs, subcontractor payments,and project financial performance.
- Proficiency inMicrosoft Excel, Primavera P6, and cost control or ERP systems.
- Familiaritywith quantity surveying, BOQs, construction contracts, and variationmanagement.
- Ability tointerpret engineering drawings, project schedules, and technicalspecifications.
- Stronganalytical, numerical, and reporting skills.
- Excellentcommunication and coordination abilities.
- Ability to workunder pressure and manage multiple project priorities.
- Knowledge ofSaudi Arabian construction practices and local market conditions.
- Saudi Councilof Engineers registration or eligibility is preferred.
- Experience withSaudi Aramco, SABIC, Royal Commission, or major projects is anadded advantage.
- Strongattention to detail and commercial awareness.
- Ability toindependently manage project cost reporting and forecasting.
- Experience withEarned Value Management (EVM), including CPI, SPI, and EAC.
- Knowledge ofFIDIC contracts and project change management.
- Proactiveapproach to identifying cost risks and recommending corrective actions.
- Strongcollaboration skills with project management and multidisciplinary teams.
