Petroraq EngineeringCo. Ltd. is seeking a highly experienced and technically strong Project Engineer– Civil & Infrastructure to lead the complete execution of civil andinfrastructure projects from mobilization through final handover.
The ideal candidatemust have strong hands-on experience managing large-scale civil,infrastructure, utilities, roadworks, drainage, earthworks, structural, andassociated EPC projects in Saudi Arabia. The role requires someone who canindependently manage the full project lifecycle, including planning,engineering coordination, procurement, construction, subcontractors, costcontrol, commercial matters, QA/QC, HSE, client coordination, progressmonitoring, claims, and project closeout.
We are looking for aproject leader with strong site and commercial understanding, not only acoordination-focused Project Engineer.
Key Responsibilities
Project Execution & Management
- Take completeownership of assigned projects from kick-off and mobilization throughexecution, testing, handover, and closeout.
- Develop andimplement the overall Project Execution Plan (PEP) in accordance withcontractual requirements, approved scope, budget, schedule, qualitystandards, and HSE requirements.
- Manage civiland infrastructure works including earthworks, excavation, grading, roads,paving, foundations, concrete structures, underground utilities,stormwater/drainage, sewer networks, water networks, and associatedinfrastructure works.
- Establishproject priorities, execution strategies, resource requirements,construction sequences, and recovery plans.
- Ensure projectsare completed on time, within budget, safely, and according to approvedspecifications and client requirements.
Planning & Project Controls
- Coordinate withPlanning Engineers to establish the baseline schedule, WBS, milestones,manpower plan, equipment plan, and procurement schedule.
- Monitor daily,weekly, and monthly progress against the approved baseline.
- Review look-aheadschedules, progress curves, productivity, manpower utilization,critical-path activities, and project forecasts.
- Identify delaysand bottlenecks early and implement appropriate corrective/recovery plans.
- Conduct regularproject progress and performance meetings.
- Ensure accurateand timely submission of progress reports to management and clients.
- Coordinate withengineering teams for timely preparation, review, and approval of drawings,shop drawings, method statements, material submittals, technical queries,RFIs, and design clarifications.
- Reviewconstruction drawings, IFC drawings, specifications, BOQs, scope of work,and technical requirements.
- Identifydiscrepancies between drawings, BOQ, specifications, and actual siteconditions before they impact project execution.
- Coordinateeffectively between Engineering, Procurement, Construction, QA/QC, HSE,Planning, Commercial, and Finance teams.
Procurement & SubcontractorManagement
- Coordinateproject procurement requirements including material requisitions,technical evaluations, vendor selection, long-lead materials, deliveryschedules, and site requirements.
- Monitormaterial and equipment availability against the construction schedule.
- Participate insubcontractor selection and technical/commercial evaluation.
- Managesubcontractors from mobilization through completion.
- Monitorsubcontractor progress, productivity, manpower, quality, safety,contractual obligations, and performance.
- Reviewsubcontractor progress claims and ensure quantities and completed work areproperly verified.
Cost & Commercial Management
- Maintain strongcontrol over the project's approved budget, committed cost, actual cost,forecast cost, and cash flow.
- Work closelywith Cost Control and Commercial teams to monitor project profitability.
- Controlmaterial wastage, manpower productivity, equipment utilization,subcontractor costs, and unnecessary expenditure.
- Review andvalidate project quantities, BOQs, variations, additional works, andchange orders.
- Identify worksoutside the original contractual scope and ensure appropriatedocumentation before execution.
- Supportpreparation and negotiation of variation orders, extension-of-time claims,additional-cost claims, and contractual correspondence.
- Ensure timelypreparation and certification of client invoices/progress paymentapplications.
Client, Consultant & StakeholderManagement
- Act as a keypoint of contact with the client, consultant, PMC, subcontractors,vendors, and internal management.
- Lead projectprogress meetings and technical/coordination meetings.
- Maintainprofessional client relationships while protecting the company'scontractual and commercial interests.
- Resolve site,technical, contractual, and coordination issues promptly.
- Ensure allimportant instructions, approvals, changes, delays, and decisions areproperly documented.
QA/QC Management
- Ensureconstruction activities comply with approved ITPs, method statements,drawings, specifications, codes, standards, and project qualityrequirements.
- Coordinate withQA/QC teams regarding inspections, MIRs, WIRs, NCRs, punch lists, andcorrective actions.
- Ensure NCRs andquality observations are closed within the required timeframe.
- Prevent reworkthrough proper planning, supervision, inspection, and technicalcoordination.
- Understand theproject's contractual scope, exclusions, obligations, milestones, paymentterms, liquidated damages, variation provisions, and notice requirements.
- Maintain anactive project risk register.
- Identifytechnical, commercial, schedule, procurement, manpower, and executionrisks before they affect the project.
- Ensurecontractual notices and supporting records are submitted within requiredtimelines.
- Maintain properrecords for delays, instructions, additional works, disruptions, andclaims.
Project Handover & Closeout
- Manage testing,inspections, punch-list closure, as-built documentation, and finalhandover.
- Ensurecompletion of as-built drawings, O&M documentation where applicable,warranties, final quantities, completion certificates, and projectdossiers.
- Coordinatefinal account settlement with clients and subcontractors.
- Ensure properdemobilization and formal project closeout.
Required Qualifications
- Bachelor'sDegree in Civil Engineering from a recognized university.
- Minimum 5+years of relevant construction/project management experience, preferablywith significant experience in Saudi Arabia or the GCC.
- Strongexperience in Civil & Infrastructure EPC/Construction projects.
- Strongleadership, negotiation, decision-making, and problem-solving abilities.
- Proficiency inMS Office and familiarity with project planning/management systems such asPrimavera P6 and/or MS Project.
- PMPcertification is highly preferred.
