Job summary

Petroraq Engineering Co. Ltd. is seeking an experienced Civil Estimation Engineer to prepare accurate, competitive cost estimates for civil, infrastructure, and construction projects.

Qualifications

• Bachelor's degree in Civil Engineering.
• 3–5 years of civil estimation or tendering experience.
• Experience in estimating civil, structural, infrastructure, and industrial projects.
• Strong knowledge of quantity surveying, BOQ preparation, rate analysis, and construction cost estimation.
• Proficiency in AutoCAD, Microsoft Excel, and estimation software such as PlanSwift, CostX, Candy, or equivalent.
• Ability to read and interpret engineering drawings, technical specifications, and contract documents.
• Familiarity with Saudi Arabian construction practices, local market rates, and supplier/subcontractor networks.
• Strong analytical, numerical, negotiation, and problem-solving skills.
• Excellent communication and coordination abilities; able to manage multiple tenders under deadlines.
• Saudi Council of Engineers registration or eligibility preferred; experience with major clients is an advantage.

Responsibilities

• Review tender documents, drawings, specifications, BOQs, and contractual requirements to understand scope and risks.
• Prepare detailed quantity take-offs and cost estimates for civil, structural, infrastructure, and related works.
• Develop comprehensive estimates covering materials, labor, equipment, subcontractors, overheads, and contingencies.
• Prepare and submit competitive technical and commercial proposals within tender deadlines.
• Obtain and evaluate quotations from suppliers and subcontractors, ensuring compliance with specifications.
• Conduct site visits and pre-tender meetings to assess site conditions and constraints.
• Analyze construction methodologies, productivity rates, and resource requirements to establish unit rates.
• Identify discrepancies and risks in tender documents and prepare clarifications.
• Coordinate with Engineering, Procurement, PM, and Business Development during tendering.
• Prepare cost comparisons, bid summaries, and estimation reports for management review and approval.
• Support value engineering and propose cost-effective alternatives without compromising quality.
• Maintain updated cost databases, historical pricing, and supplier information.
• Assist in tender negotiations, post-tender clarifications, and handover to execution team.
• Ensure estimates comply with company procedures and Saudi standards.

Qualifications & Requirements

• Bachelor'sdegree in Civil Engineering from a recognized university.
• Minimum 3–5years of experience in civil estimation, tendering, or cost engineering,preferably within an EPC or construction company.
• Provenexperience in estimating civil, structural, infrastructure, and industrialconstruction projects.
• Strongknowledge of quantity surveying, BOQ preparation, rate analysis, andconstruction cost estimation.
• Proficiency inAutoCAD, Microsoft Excel, and estimation software such as PlanSwift,CostX, Candy, or equivalent.
• Ability to readand interpret engineering drawings, technical specifications, and contractdocuments.
• Familiaritywith Saudi Arabian construction practices, local market rates, andsupplier/subcontractor networks.
