Job summary

Petroraq Engineering & Construction is seeking a Project Execution & Management professional to lead end-to-end delivery of civil and infrastructure EPC projects. You will own the project from kick-off through closeout, develop and implement the Project Execution Plan, and coordinate with planning, engineering, procurement, and commercial teams to meet budgets and schedules.

The role requires 5+ years in civil and infrastructure projects, strong leadership, and excellent English communication.

Qualifications

• Bachelor's degree in Civil Engineering from a recognized university.
• Minimum 5+ years of relevant construction/project management experience, preferably with significant experience in Saudi Arabia or the GCC.
• Strong experience in Civil & Infrastructure EPC/Construction projects.
• Excellent written and verbal English communication skills.
• Strong leadership, negotiation, decision-making, and problem-solving abilities.
• Proficiency in MS Office and familiarity with project planning/management systems such as Primavera P6 and/or MS Project.
• PMP certification is highly preferred.

Responsibilities

• Take complete ownership of assigned projects from kick-off and mobilization through execution, testing, handover and closeout.
• Develop and implement the overall Project Execution Plan (PEP) in accordance with contractual requirements.
• Coordinate with Planning Engineers to establish baseline schedules, milestones, manpower, equipment and procurement plans.
• Coordinate with engineering teams for drawings, shop drawings, method statements and material submittals.
• Coordinate project procurement requirements, including requisitions, vendor selection and long-lead materials.
• Maintain control over approved budget, committed cost, actual cost and cash flow.
• Lead project progress meetings and ensure timely submission of progress reports.
• Ensure construction activities comply with ITPs, drawings, specs and QA QC requirements.

Project Execution amp Management

Take complete ownership of assigned projects from kick-off and mobilization through execution testing handover and closeout Develop and implement the overall Project Execution Plan PEP in accordance with contractual requirements approved scope budget schedule quality standards and HSE requirements Manage civil and infrastructure works including earthworks excavation grading roads paving foundations concrete structures underground utilities stormwater drainage sewer networks water networks and associated infrastructure works Establish project priorities execution strategies resource requirements construction sequences and recovery plans Ensure projects are completed on time within budget safely and according to approved specifications and client requirements

Planning amp Project Controls

Coordinate with Planning Engineers to establish the baseline schedule WBS milestones manpower plan equipment plan and procurement schedule Monitor daily weekly and monthly progress against the approved baseline Review look-ahead schedules progress curves productivity manpower utilization critical-path activities and project forecasts Identify delays and bottlenecks early and implement appropriate corrective recovery plans Conduct regular project progress and performance meetings Ensure accurate and timely submission of progress reports to management and clients

Engineering amp Technical Coordination

Coordinate with engineering teams for timely preparation review and approval of drawings shop drawings method statements material submittals technical queries RFIs and design clarifications Review construction drawings IFC drawings specifications BOQs scope of work and technical requirements Identify discrepancies between drawings BOQ specifications and actual site conditions before they impact project execution Coordinate effectively between Engineering Procurement Construction QA QC HSE Planning Commercial and Finance teams

Procurement amp Subcontractor Management

Coordinate project procurement requirements including material requisitions technical evaluations vendor selection long-lead materials delivery schedules and site requirements Monitor material and equipment availability against the construction schedule Participate in subcontractor selection and technical commercial evaluation Manage subcontractors from mobilization through completion Monitor subcontractor progress productivity manpower quality safety contractual obligations and performance Review subcontractor progress claims and ensure quantities and completed work are properly verified

Cost amp Commercial Management

Maintain strong control over the project s approved budget committed cost actual cost forecast cost and cash flow Work closely with Cost Control and Commercial teams to monitor project profitability Control material wastage manpower productivity equipment utilization subcontractor costs and unnecessary expenditure Review and validate project quantities BOQs variations additional works and change orders Identify works outside the original contractual scope and ensure appropriate documentation before execution Support preparation and negotiation of variation orders extension-of-time claims additional-cost claims and contractual correspondence Ensure timely preparation and certification of client invoices progress payment applications

Client Consultant amp Stakeholder Management

Act as a key point of contact with the client consultant PMC subcontractors vendors and internal management Lead project progress meetings and technical coordination meetings Maintain professional client relationships while protecting the company s contractual and commercial interests Resolve site technical contractual and coordination issues promptly Ensure all important instructions approvals changes delays and decisions are properly documented

QA QC Management

Ensure construction activities comply with approved ITPs method statements drawings specifications codes standards and project quality requirements Coordinate with QA QC teams regarding inspections MIRs WIRs NCRs punch lists and corrective actions Ensure NCRs and quality observations are closed within the required timeframe Prevent rework through proper planning supervision inspection and technical coordination

Risk amp Contract Management

Understand the project s contractual scope exclusions obligations milestones payment terms liquidated damages variation provisions and notice requirements Maintain an active project risk register Identify technical commercial schedule procurement manpower and execution risks before they affect the project Ensure contractual notices and supporting records are submitted within required timelines Maintain proper records for delays instructions additional works disruptions and claims

Project Handover amp Closeout

Manage testing inspections punch-list closure as-built documentation and final handover Ensure completion of as-built drawings Oamp M documentation where applicable warranties final quantities completion certificates and project dossiers Coordinate final account settlement with clients and subcontractors Ensure proper demobilization and formal project closeout

Bachelor's Degree in Civil Engineering from a recognized university.
