Role Context
The Project Controls Manager will establish the performance framework used to measure and forecast delivery of a complex metro station from active construction through systems integration, commissioning, and handover. The position will combine schedule governance, cost intelligence, progress measurement, and change analysis to provide project leadership with an accurate forward-looking view of performance. Particular attention will be required around multidisciplinary interfaces where late design information, construction constraints, systems integration, or commissioning dependencies could affect critical milestones.
Key Responsibilities
- Lead the complete project controls function covering planning, scheduling, cost analysis, progress measurement, forecasting, reporting, and change control.
- Establish and maintain the integrated project baseline against approved scope, contractual milestones, budget, and delivery requirements.
- Oversee detailed schedules incorporating design, procurement, construction, interfaces, testing, commissioning, operational readiness, and handover.
- Monitor critical and near-critical paths and identify emerging threats to key project milestones.
- Analyze schedule performance, float consumption, slippage, productivity trends, and milestone movement.
- Evaluate the effects of design revisions, construction changes, interface constraints, delayed information, and other disruptions.
- Develop reliable forecasts for project completion, cost performance, and key delivery milestones.
- Maintain structured progress measurement processes across civil, structural, architectural, MEP, systems, finishes, and public realm activities.
- Coordinate project controls requirements between technical disciplines and major project workstreams.
- Integrate testing and commissioning dependencies into overall project planning and performance reporting.
- Lead development of project controls dashboards, executive reports, performance indicators, and management information.
- Provide the Client and project leadership with clear analysis of current performance, emerging trends, and required corrective actions.
- Prepare statistical, schedule, cost, progress, and forecast reports for regular project reviews.
- Provide specialized project controls advice when complex schedule, cost, or performance issues arise.
- Support change management by assessing time and cost implications of variations, claims, delays, and potential change orders.
- Develop schedule impact analyses that clearly establish the effect of proposed or realized project changes.
- Coordinate with commercial and contracts teams where project controls findings may affect claims, entitlement, or contractual milestones.
- Maintain traceable records supporting schedule and cost assessments associated with change events.
- Review consultant, contractor, supplier, and subcontractor schedules and progress information for accuracy and alignment.
- Challenge unsupported forecasts, unrealistic recovery assumptions, and inconsistencies in reported performance.
- Support development and assessment of mitigation and recovery schedules for delayed activities.
- Monitor interfaces between construction packages to identify dependencies that could constrain downstream work.
- Maintain project management fully informed of significant controls issues, trends, risks, and forecast changes.
- Coordinate staffing requirements and allocate project controls resources according to workload and project priorities.
- Supervise Project Control Engineers and Specialists responsible for schedule, cost, forecasting, and performance analysis.
- Review team outputs for technical accuracy, consistency, and reporting quality.
- Develop assigned personnel through technical guidance, training, feedback, and performance reviews.
- Support continuous improvement of project controls procedures, reporting systems, and digital performance tools.
- Provide project controls information for management presentations and other strategic project requirements.
Ideal Profile
- Bachelor 's degree in Engineering, Construction Management, or a related discipline, or equivalent relevant experience.
- Minimum 12 years of progressive project controls experience.
- Previous supervisory or project controls management responsibility is required.
- Demonstrated experience on major metro, rail, transportation infrastructure, transit station, or complex building projects.
- Strong understanding of planning, scheduling, cost control, forecasting, progress measurement, reporting, and change control.
- Practical experience establishing and maintaining integrated baseline schedules.
- Strong knowledge of critical path analysis, milestone management, schedule forecasting, and performance measurement.
- Experience evaluating schedule and cost impacts associated with claims, variations, delays, and interface constraints.
- Working knowledge of civil, structural, architectural, mechanical, and electrical project interfaces.
- Exposure to systems integration, testing, commissioning, and handover planning is highly valuable.
- Proficiency with Primavera P6 or equivalent professional scheduling software.
- Experience using PMIS platforms, project controls dashboards, reporting systems, and digital delivery tools is desirable.
- Strong Microsoft Office capability and proficiency with project controls software.
- Able to analyze complex project information and convert findings into concise management recommendations.
- Comfortable coordinating with clients, consultants, contractors, suppliers, government entities, and regulatory stakeholders.
- Saudi Arabian or wider Middle East project experience is advantageous.
- Ability to meet Parsons Project Controls Manager Certification requirements.
