Qualifications

Context

The Project Controls Manager – Infrastructure will lead the project controls function across complex mega‑infrastructure workstreams, ensuring that cost, schedule, risk, change, and performance management systems operate with accuracy and discipline. The position supports senior project leadership by turning data into practical decision‑making insight, helping reduce delay exposure, control budget movement, improve forecast reliability, and maintain alignment between contractual obligations, project baselines, and client expectations.

Key Responsibilities
  • Lead a multidisciplinary project controls team covering cost control, planning, scheduling, estimating, reporting, risk, and performance analysis.
  • Set clear team objectives, review performance, guide development plans, and promote a culture of accuracy, accountability, and continuous improvement.
  • Oversee the creation, maintenance, and governance of integrated project schedules, cost baselines, control budgets, and performance measurement frameworks.
  • Ensure schedule and cost baselines remain aligned with contract requirements, project execution plans, approved scope, and corporate standards.
  • Implement and manage Earned Value Management processes to measure progress, identify variances, and forecast estimate‑at‑completion outcomes.
  • Analyze schedule delays, cost trends, productivity movement, and performance deviations to provide early warning insights to project leadership.
  • Direct the preparation of daily, weekly, and monthly project controls reports for senior management, clients, and key project stakeholders.
  • Convert complex project data into clear dashboards, trend analysis, variance commentary, and recovery recommendations.
  • Manage the change control process, including review of contract modifications, schedule impact analysis, cost impact assessment, documentation, and approval workflows.
  • Work closely with project management teams to identify, quantify, monitor, and report project risks that may affect cost, schedule, scope, or delivery confidence.
  • Maintain oversight of the project risk register and support effective contingency planning, drawdown tracking, and mitigation follow‑up.
  • Act as the primary client‑facing representative for project controls updates, variance explanations, forecast changes, and recovery strategies.
  • Coordinate with commercial, contracts, engineering, construction, procurement, and finance teams to ensure project controls information is complete and reliable.
  • Support executive decision‑making by providing clear project performance narratives, issue escalation, and practical control recommendations.
Ideal Profile
  • Bachelor's degree in Engineering, Construction Management, Business Administration, or a related technical discipline from an accredited institution.
  • Minimum 15 years of dedicated project controls experience within construction, infrastructure, engineering, or major capital project environments.
  • Proven track record on mega‑projects valued at 1B or above, preferably within Saudi Arabia, the Middle East, or wider GCC region.
  • At least 5 years of experience in a managerial, supervisory, or project controls leadership role.
  • Strong technical knowledge of cost control, planning, scheduling, risk management, reporting, change control, and performance forecasting.
  • Deep understanding of Earned Value Management methodology, cost engineering principles, baseline control, variance analysis, and estimate‑at‑completion reporting.
  • Advanced proficiency in Primavera P6, Primavera Risk Analysis, MS Excel, and project controls reporting tools.
  • Ability to lead multidisciplinary teams while maintaining high standards of data quality, schedule logic, cost traceability, and reporting discipline.
  • Preferred certifications include Project Management Professional, Certified Cost Professional, or Planning and Scheduling Professional.
  • Strong communication and negotiation skills with the ability to explain complex project controls information to senior stakeholders and clients.
  • Confident leadership style with the ability to manage pressure, resolve competing priorities, and support recovery planning on demanding infrastructure programs.
