Position Overview
Manager - Project Controls in Riyadh, Saudi Arabia is a construction hiring opportunity with Parsons Corporation for an experienced project controls leader who can manage cost, schedule, earned value, risk, change control, reporting, and performance forecasting across major aviation and transportation infrastructure programs.
Key Responsibilities
- Lead the development, management, and execution of project controls activities across all phases of aviation and transportation infrastructure projects.
- Provide guidance, direction, and specialist support for difficult project controls issues involving schedule, cost, risk, change, and performance forecasting.
- Interface with clients, attend regular project meetings, and provide strategic recommendations on critical project performance matters.
- Guide the development and implementation of project controls procedures that support schedule control, cost control, earned value, risk management, and change management.
- Manage project controls staff responsible for analyzing, evaluating, and forecasting project costs, schedules, performance trends, and critical milestones.
- Oversee schedule development, baseline control, progress measurement, variance analysis, delay identification, and recovery planning.
- Monitor project cost performance, budget movement, cost forecasts, commitments, earned value metrics, and financial trends.
- Recommend, implement, and customize project control systems to meet specific project and client requirements.
- Support the integration of project management information systems, dashboards, reporting tools, and performance tracking platforms.
- Coordinate staffing requirements for project controls teams and assign work activities based on project needs, capability, and reporting priorities.
- Supervise project controls work outputs to ensure accuracy, consistency, timely reporting, and alignment with project governance standards.
- Train, mentor, and develop project controls personnel to strengthen team capability and improve delivery performance.
- Complete performance reviews and support personnel development for assigned employees.
- Prepare and review executive-level reports, project dashboards, cost summaries, schedule updates, trend analysis, and performance narratives.
- Support management decision-making by identifying project risks, forecast deviations, commercial impacts, resource constraints, and control gaps.
- Coordinate with project management, design, construction, commercial, finance, procurement, planning, and client teams to maintain aligned project controls data.
- Promote best practices in project controls, cost forecasting, schedule discipline, change control, risk visibility, and performance management.
- Perform additional project controls and management responsibilities associated with the position as required.
Ideal Profile
- Bachelor's degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or another related technical field.
- Minimum 15 years of project controls, planning, scheduling, cost control, or program controls experience, preferably on airport or aviation infrastructure projects.
- Proven experience managing project controls teams across complex infrastructure, transportation, aviation, or major construction programs.
- Strong understanding of project controls principles, cost forecasting, earned value management, schedule control, risk management, change control, and reporting.
- Experience with different delivery methods, including Design-Bid-Build, Design and CMAR, and Design-Build.
- Proven ability to perform in a management capacity and guide teams through complex project controls challenges.
- Thorough knowledge of industry practices, project delivery processes, infrastructure regulations, and client reporting requirements.
- Strong written and oral communication skills with the ability to present recommendations to clients, leadership, and project stakeholders.
- Self-starter attitude with proactive, results-oriented focus and willingness to take on additional responsibilities when required.
- Ability to interface effectively with people from different technical levels, disciplines, and educational backgrounds.
- Detail-oriented and highly organized approach to reporting, controls data, documentation, and project performance analysis.
- Familiarity with Project Management Information Systems is preferred.
- Ability to work with CAD or Revit is an advantage.
- Master's degree is preferred.
- Certifications such as AAAE, LEED, PE, PMP, AICP, or similar professional credentials are an advantage.
