Position Overview Parsons is seeking a Project Controls and Change Management Manager in Riyadh, Saudi Arabia to lead integrated project controls, performance reporting, and formal change management activities for complex project delivery. Working closely with the Project Controls Director, the role will maintain reliable cost, schedule, scope, resource, and change information to support informed management decisions. The position requires extensive coordination with engineering, procurement, construction, commercial, contracts, finance, contractors, and Client representatives. A major focus will be ensuring proposed changes are identified early, evaluated for their full project impact, properly authorized, incorporated into approved baselines, and supported by complete audit-ready documentation.
Project Controls Management
- Establish and implement project controls procedures, systems, tools, and reporting requirements.
- Develop and maintain the project controls baseline covering scope, schedule, cost, resources, and key performance indicators.
- Oversee preparation and maintenance of the integrated master schedule.
- Ensure project budgets, commitments, actual costs, forecasts, and cash flows are accurately maintained.
- Monitor performance against approved cost and schedule baselines.
- Review schedule updates, progress reports, cost reports, forecasts, and variance analyses.
- Identify emerging trends, deviations, risks, and opportunities in a timely manner.
- Coordinate monthly project performance reporting and executive dashboards.
- Maintain consistent reporting practices across project teams, contractors, subcontractors, and other stakeholders.
- Lead development of recovery plans when projects experience cost, schedule, or performance issues.
- Support earned value management, productivity analysis, resource planning, and performance measurement.
- Verify that project controls information is accurate, complete, traceable, and suitable for management decisions.
Change Management and Control
- Establish and administer a structured change control process covering the complete lifecycle of project changes from initial identification through assessment, authorization, implementation, and closeout.
- Manage identification and registration of potential and confirmed project changes.
- Maintain the project change register, trend register, potential change log, and supporting records.
- Review change requests, change notices, variation orders, field instructions, design changes, claims, and contract amendments.
- Assess proposed changes for impacts on scope, cost, schedule, resources, procurement, contracts, engineering, and construction.
- Evaluate potential effects on quality, risk, safety, and regulatory requirements.
- Coordinate preparation of cost estimates for proposed changes.
- Coordinate schedule impact assessments.
- Review contractor and subcontractor change submissions for entitlement, accuracy, completeness, and supporting evidence.
- Ensure required authorization is obtained before changes are implemented.
- Lead change control meetings and provide recommendations to project leadership and Clients.
- Monitor pending, approved, rejected, implemented, and closed changes.
Baseline and Impact Management
- Incorporate approved changes into project budgets and forecasts.
- Ensure authorized changes are reflected in schedules and progress measurement systems.
- Maintain alignment between approved changes and contractual records.
- Identify trends and potential changes early to minimize cost and schedule impacts.
- Support evaluation of claims and disputed changes.
- Contribute to extension-of-time and compensation-event assessments.
- Maintain complete records supporting change decisions and approvals.
- Ensure change documentation remains traceable and audit-ready.
Team and Stakeholder Leadership
- Lead the project controls and change management team.
- Define team roles, responsibilities, deliverables, and performance expectations.
- Provide technical guidance, coaching, and performance management.
- Coordinate with project, engineering, construction, procurement, contracts, commercial, and finance managers.
- Maintain effective working relationships with Client representatives.
- Promote consistent project controls and change management practices.
- Facilitate workshops, performance reviews, risk sessions, and change control boards.
- Communicate performance, trends, risks, and change impacts clearly to senior management.
- Support contract negotiations and commercial discussions with reliable project controls information.
- Coordinate effectively with contractors, subcontractors, consultants, and other project stakeholders.
Governance and Continuous Improvement
- Ensure compliance with company policies and project procedures.
- Maintain alignment with contractual requirements and applicable standards.

What Required Skills You 'LL Bring
- Bachelor 's degree in Engineering, Construction Management, Project Management, Quantity Surveying, or a related field.
- Minimum 20 years of experience across project controls, cost control, planning, contract administration, change management, or project management.
- Experience supporting engineering, procurement, and construction projects.
- Experience within construction, infrastructure, energy, manufacturing, industrial, or comparable project environments.
- Strong understanding of project change control principles.
- Knowledge of cost and schedule management.
- Understanding of contract administration.
- Ability to interpret project drawings and specifications.
- Ability to review schedules, contracts, estimates, and technical documentation.
- Strong analytical and organizational capabilities.
- Effective documentation and communication skills.
- Proficiency in Microsoft Excel, Word, and PowerPoint.
- Experience using project controls or document management systems.
Preferred Qualifications
- Professional certification such as PMP, AACE, PSP, CCP, MRICS, or equivalent.
