Job summary

Parsons is seeking a senior Project Controls Manager in Riyadh, Saudi Arabia. The role focuses on planning, scheduling, cost control, risk management, and reporting for major roads, urban districts, and logistics packages under a Delivery Partner framework.

The ideal candidate will have 10+ years in project controls for large infrastructure, strong knowledge of FIDIC contracts, and expert use of Primavera P6 and BI tools.

Qualifications

• Bachelor's degree in civil engineering, construction management, project management or related discipline.
• Minimum 10 years of progressive project controls experience.

Key Responsibilities

• Lead project controls activities for assigned roads, urban districts, and logistics projects.

• Assess critical and near-critical paths, float erosion, delayed activities, and emerging constraints.
• Provide early warning of potential delays and recommend practical corrective measures.
• Coordinate schedule interfaces across work packages, districts, utility corridors, logistics routes, and programme milestones.
• Support the FIDIC Engineer in extension‑of‑time assessments, acceleration measures, mitigation plans, and liquidated damages matters.
• Establish cost control structures in coordination with commercial and contract administration teams.
• Implement Earned Value Management and other performance measurement methods.
• Track physical progress, installed quantities, milestones, productivity, and key performance indicators.
• Reconcile reported progress with commercial, payment, and cost information.
• Prepare time and cost forecasts at completion.
• Identify potential overruns and recommend recovery or mitigation strategies.
• Manage project change‑control processes for scope, schedule, cost, and contractual changes.
