Lead the full project controls function across large-scale civil and infrastructure programmes in Riyadh. Oversee planning, cost, schedule, reporting, and risk management to ensure projects are delivered in line with contractual, financial, and programme commitments. The role requires someone capable of building the department from the ground up, establishing company-wide project controls standards, ensuring unified reporting across all project teams, and setting robust project kick-off and data management procedures.
RESPONSIBILITIES
- Lead project controls across major infrastructure works — earthworks, roads, utilities and associated civil structures. Experience on these project types is essential.
- Establish, structure, and develop the project controls department, creating standardised systems, procedures, and reporting frameworks across all projects.
- Lead planning, scheduling, cost control, and reporting teams, ensuring full alignment with construction, engineering, and commercial functions.
- Develop and maintain integrated project baselines, KPIs, dashboards, and performance metrics.
- Oversee forecasting, earned value management, budget control, cash flow analysis, and change management processes.
- Provide visibility on project progress, risks, and variances; advise senior leadership on mitigation strategies and recovery actions.
- Ensure accuracy and consistency of weekly and monthly reporting for senior management and external stakeholders.
- Drive continuous improvement of project controls systems, digital tools, reporting standards, and data governance.
- Collaborate closely with site teams to verify progress, productivity, sequencing, and field data accuracy.
- Support tender and bid teams with programme development, methodologies, and project controls input.
- Lead, mentor, and develop project controls teams across multiple projects and business units.
PROFILE
- 20+ years’ experience in project controls on major civil and infrastructure projects (roads, utilities, bridges, earthworks, heavy civils).
- Strong background in large-scale, fast-track environments with complex technical and operational interfaces.
- Expert user of Primavera P6 and recognised cost management systems.
- Proven leadership ability with strong stakeholder management skills, able to influence, challenge, and drive standards across multi-disciplinary teams.
- Fluent English speaker (written and verbal); Arabic language skills are a strong plus but not mandatory. Must be a clear, confident communicator capable of standing their ground when required.
- Degree in Civil Engineering or a related discipline; PMP or similar professional certification is an advantage.
