Role Context The ICT Lead will act as the primary technical focal point for communication and data infrastructure supporting the Air Traffic Control Tower and connected external facilities. The position covers both passive and active ICT systems, ensuring network infrastructure is secure, redundant, maintainable, correctly integrated, and suitable for continuous air navigation operations. The role requires close coordination across ICT, ELV, electrical, mechanical, architectural, security, ATC, cybersecurity, and airport operational disciplines. Reliable technical oversight throughout design, construction, commissioning, and handover will help protect system availability, reduce interface failures, and ensure that critical tower communications are ready for operational use.
Key Responsibilities
- Lead technical coordination and engineering review of ICT systems serving the Air Traffic Control Tower and associated facilities.
- Review ICT design drawings, specifications, technical reports, method statements, material submittals, shop drawings, and interface documentation.
- Coordinate structured cabling systems covering copper and fiber optic backbone and distribution networks.
- Review LAN and WAN architecture, switching infrastructure, network configuration, cabinets, racks, and patching arrangements.
- Assess active and passive network infrastructure for capacity, resilience, redundancy, maintainability, and operational availability.
- Coordinate fiber backbone connections and inter-building communications supporting tower and airport facilities.
- Review network room, telecom room, server room, and equipment room layouts.
- Verify rack arrangement, cable management, UPS-fed ICT loads, environmental monitoring, and equipment accommodation requirements.
- Coordinate network connectivity for Air Traffic Control operator positions and operational workstations.
- Review IP telephony, voice, and data interfaces supporting tower operational requirements.
- Coordinate wireless services where approved for operational or administrative environments.
- Review timing and synchronization interfaces required by connected operational systems.
- Monitor integration between ICT infrastructure and access control, CCTV, public address, security, and ELV systems.
- Coordinate data interfaces with voice communication systems, meteorological platforms, BMS, fire alarm systems, and UPS monitoring.
- Support integration with wider digital airport and operational technology platforms.
- Verify design compliance with client requirements, authority criteria, project standards, and aviation operational constraints.
- Review ICT solutions against cybersecurity requirements and coordinate interfaces with digital security teams.
- Assess network segmentation, resilience, access controls, and physical infrastructure considerations affecting secure operations.
- Review redundancy philosophy and identify single points of failure within critical ICT infrastructure.
- Support design decisions that improve maintainability and operational continuity within the 24/7 ATCT environment.
- Participate in multidisciplinary technical reviews and resolve engineering interface conflicts.
- Coordinate containment, cable routing, grounding, bonding, segregation, and equipment placement requirements.
- Support site supervision during ICT installation and construction activities.
- Conduct inspections to verify workmanship, labeling, cable segregation, termination quality, and equipment installation.
- Review contractor RFIs, technical queries, and proposed field modifications.
- Identify design and construction risks and maintain clear issue and interface registers.
- Follow corrective actions through technical closure and verify implementation where required.
- Review Factory Acceptance Testing and Site Acceptance Testing procedures.
- Assess pre-commissioning plans, integrated systems testing procedures, and operational readiness requirements.
- Review network failover tests, redundancy verification, connectivity validation, and cutover strategies.
- Witness or support copper and fiber certification testing and network connectivity verification.
- Review integrated commissioning involving ICT, ATC, security, ELV, and operational systems.
- Verify that commissioning evidence demonstrates system readiness before final acceptance.
- Coordinate technical activities with airport operators, ATC users, cybersecurity teams, consultants, contractors, and authority representatives.
- Participate in technical workshops, design reviews, interface meetings, testing sessions, and operational readiness reviews.
- Prepare technical reports, issue logs, progress updates, design comments, and engineering recommendations.
- Support development and review of ICT operation and maintenance manuals and standard operating procedures.
- Review asset registers, spare parts schedules, preventive maintenance requirements, and technical training plans.
- Support preparation of as-built records, handover dossiers, commissioning documentation, and final project records.
- Provide early operations support where required to resolve post-handover technical issues.
Ideal Profile
- Bachelor 's degree in ICT Engineering, Computer Engineering, Electronics Engineering, Communications Engineering, or a closely related discipline.
- Minimum 15 years of relevant ICT engineering experience.
- Saudi National as specified for the position.
- Previous experience within airports, air navigation facilities, transportation projects, mission-critical buildings, or other high-availability infrastructure is strongly preferred.
- Demonstrated capability in ICT design review, construction supervision, testing, commissioning, and handover.
- Strong technical knowledge of structured cabling systems and fiber optic infrastructure.
- Extensive understanding of active and passive network systems.
- Practical experience with LAN and WAN architecture, switching infrastructure, racks, patching, and network resilience.
- Strong knowledge of telecom rooms, server rooms, cable containment, equipment layouts, and infrastructure coordination.
- Understanding of redundancy, failover, resilience, and high-availability network concepts.
- Familiarity with copper and fiber certification testing tools and procedures.
- Experience coordinating network infrastructure with security, ELV, electrical, mechanical, and operational systems.
- Awareness of cybersecurity requirements within operational technology and airport environments.
- Ability to interpret project specifications, interface control documents, technical standards, risk registers, and commissioning procedures.
- Experience coordinating multidisciplinary consultants, contractors, users, and client representatives.
- Strong analytical skills for identifying interface gaps, design weaknesses, and operational risks.
- Ability to make sound technical decisions within mission-critical environments where system downtime can affect airport operations.
