Position Overview
Parsons is seeking an ITS Engineer in Riyadh, Saudi Arabia to support the planning, specification, design review, implementation, testing, and construction oversight of Intelligent Transportation Systems across the city 's road network and Traffic Control Center environment. The role covers both field equipment and central-system interfaces, with responsibility for reviewing technical submissions and supporting compliant, interoperable, and maintainable ITS deployments. The ITS Engineer will work with traffic, roadway, communications, electrical, civil, cybersecurity, software, and Traffic Control Center specialists to verify that ITS devices, communications infrastructure, field cabinets, power systems, software interfaces, and supporting works meet project requirements, applicable standards, and RCRC operational needs.
ITS Design and Technical Review
- Prepare and review technical specifications, design criteria, drawings, schedules, and equipment requirements for ITS systems and supporting infrastructure.
- Review contractor and consultant design submissions against approved requirements, system architecture, technical specifications, standards, constructability, and operational needs.
- Support the design and implementation of CCTV systems and vehicle detection technologies.
- Review radar, video analytics, DMS and VMS, environmental monitoring, traveler information, and other ITS applications.
- Assess communications infrastructure, field cabinets, equipment power systems, and associated installation requirements.
- Review system architectures, interface-control information, network diagrams, device layouts, communications designs, power requirements, and equipment schedules.
- Prepare technical review comments, assessment matrices, engineering recommendations, and other supporting documentation.
Field Investigation and Construction Oversight
- Participate in site investigations to verify existing infrastructure and field conditions.
- Assess communications availability, utility constraints, equipment locations, cabinet space, power availability, visibility, access, and constructability.
- Monitor ITS construction and installation activities.
- Verify that field installations comply with approved design documents and manufacturer requirements.
- Prepare site observations and support non-conformance documentation where required.
- Evaluate installation quality and identify technical issues requiring corrective action.
- Support troubleshooting of field issues during construction, testing, commissioning, and early operations.
Systems Integration and Interfaces
- Coordinate interfaces between ITS field devices and traffic signal systems.
- Support integration with communications networks and central traffic-management platforms.
- Coordinate technical interfaces involving ATMS, iNET, Traffic Control Center systems, and external stakeholders.
- Apply system integration principles to device communications, interfaces, and data exchange.
- Work with multidisciplinary specialists to resolve interfaces involving roadway, traffic signal, communications, cybersecurity, electrical, civil, software, and TCC operations requirements.
- Support practical solutions that improve interoperability, scalability, and maintainability.
Testing and Commissioning
- Review material submittals, shop drawings, method statements, and installation details.
- Review test procedures and commissioning documentation.
- Participate in Factory Acceptance Testing.
- Participate in Site Acceptance Testing.
- Support system integration testing and commissioning activities.
- Assist with operational readiness assessments before system acceptance.
- Document test findings and support resolution of identified deficiencies.
- Verify test results and required close-out information.
Handover and Technical Documentation
- Verify as-built drawings and associated technical documentation.
- Review equipment inventories and configuration records.
- Confirm availability of relevant test records and handover documentation before system acceptance.
- Contribute to ITS guidelines and technical specifications.
- Support preparation and review of O and M procedures.
- Contribute to implementation frameworks and technical assessment reports prepared for RCRC.
- Maintain clear technical records throughout design, construction, testing, and handover activities.
What Required Skills You'll Bring
- Bachelor 's degree in Electrical Engineering, Electronics Engineering, Communications Engineering, Computer-Systems Engineering, Civil-Transportation Engineering, or a closely related discipline.
- Minimum 7 years of experience in ITS design, technical specifications, design review, construction support, system integration, testing, or commissioning.
- Demonstrated experience with field ITS technologies such as CCTV, detection systems, DMS and VMS, communications, field cabinets, power systems, or comparable traffic-management technologies.
- Experience preparing or reviewing technical specifications and engineering drawings.
- Experience reviewing shop drawings, material submittals, method statements, and test documentation.
- Working knowledge of ITS communications networks and fiber-optic systems.
- Knowledge of Ethernet-IP networking.
- Understanding of field cabinets, power distribution, grounding, and environmental requirements.
- Awareness of cybersecurity considerations relevant to ITS infrastructure.
- Understanding of system integration, technical interfaces, data exchange, and central traffic-management systems.
- Ability to conduct field inspections and evaluate installation quality, constructability, compliance, and operational readiness.
- Strong technical writing capabilities.
- Ability to clearly document design comments, field observations, testing findings, and corrective actions.
- Ability to interpret engineering drawings, technical specifications, equipment datasheets, and system architecture documentation.
- Strong multidisciplinary teamwork and coordination skills.
What Desired Skills You'll Bring
- Previous ITS project experience in Saudi Arabia or the GCC.
- Familiarity with NTCIP, ONVIF, SNMP, REST-API integration, DATEX II, or other applicable ITS and communications standards.
- Experience with Traffic Control Centers and ATMS platforms.
- Familiarity with iNET, TransSuite, or comparable traffic-management software.
- Experience with adaptive traffic systems.
- Knowledge of ramp metering, emergency vehicle preemption, and transit signal priority.
- Experience with automated incident detection or connected-vehicle applications.
- Professional engineering registration or a relevant ITS or network certification is an advantage.
- Arabic language skills are desirable but not required.
