Role Context The Senior Project Quality Specialist will safeguard the installation quality, technical compliance, system performance, and traceability of ICT and ELV works from material approval through final client acceptance. The scope spans structured cabling, fiber networks, data infrastructure, security systems, communications technology, digital platforms, equipment rooms, and interfaces with critical airport operational systems. The role requires more than conventional construction inspection. Technology systems must function individually and communicate reliably across integrated interfaces, making testing, commissioning, configuration verification, documentation, and multidisciplinary coordination central to successful delivery. Working across airside and landside environments, the specialist will provide technical quality leadership to inspectors and engineers while coordinating with contractors, specialist vendors, consultants, commissioning teams, and client representatives.
Key Responsibilities
- Lead quality assurance and quality control activities for ICT, telecommunications, ELV, security, and related technology systems.
- Implement ICT and ELV requirements established through the Project Quality Plan, approved procedures, specifications, and technical standards.
- Review drawings, equipment schedules, specifications, Method Statements, Inspection and Test Plans, checklists, and inspection procedures.
- Monitor field installation and verify compliance with approved shop drawings, manufacturer requirements, specifications, and project criteria.
- Lead surveillance inspections, formal quality inspections, and audits covering contractors and specialist technology vendors.
- Review Material Inspection Requests, Work Inspection Requests, material submittals, certificates, test reports, and supporting technical documentation.
- Confirm that approved cables, devices, racks, cabinets, containment, equipment, and accessories are correctly stored, protected, installed, and identified.
- Monitor contractor and subcontractor quality performance and elevate significant or recurring deficiencies.
- Lead review of NCRs and quality observations while tracking corrective actions through verified closure.
- Support root cause investigations into installation defects, failed tests, system deficiencies, and recurring workmanship problems.
- Confirm effectiveness of corrective and preventive actions before closing quality issues.
- Coordinate technical quality matters with Engineering, Construction, Commissioning, consultants, contractors, and specialist vendors.
- Provide technical guidance to Project Quality Engineers and Inspectors responsible for ICT and ELV works.
- Quality oversight will cover structured cabling, fiber optic networks, LAN and WAN infrastructure, telecom systems, network equipment, server rooms, network rooms, data centers, MDF and IDF rooms, Wi-Fi systems, and supporting IT infrastructure.
- Inspect containment, conduits, cable trays, trunking, racks, cabinets, network equipment, and associated installations.
- Verify cable segregation, routing, identification, labeling, protection, and termination.
- Inspect fiber optic cable installation, splicing, termination, bend-radius control, and physical protection.
- Verify structured cabling installation, patch panels, outlets, equipment racks, and associated terminations.
- Monitor installation of servers, switches, network devices, and supporting equipment against approved requirements.
- ELV and security oversight will include CCTV, access control, intrusion detection, intercom, Public Address and Voice Evacuation, master clock, SMATV, IPTV, audio-visual systems, digital signage, and security management platforms.
- Verify CCTV positioning, mounting, coverage, image quality, recording, storage, and functional performance.
- Inspect access control devices and verify installation, communication, operation, and system integration.
- Monitor installation and testing of intercoms, speakers, displays, sensors, and other ELV devices.
- Verify equipment positioning, alignment, accessibility, mounting, environmental protection, and manufacturer installation requirements.
- Confirm concealed ICT and ELV installations are inspected and accepted before closure.
- Airport technology interfaces may include Airport Operational Database connections, Flight Information Display Systems, baggage system interfaces, airport communication networks, surveillance platforms, command and control systems, and integration with BMS and SCADA.
- Monitor interfaces between technology systems and electrical power, HVAC, fire protection, architecture, Civil works, MEP, Security, and specialist systems.
- Review system architecture, cable schedules, equipment schedules, rack layouts, interface requirements, and approved design changes.
- Support BIM coordination and model-based reviews where applicable.
- Assist with RFIs, technical queries, design clarifications, clashes, and constructability concerns affecting quality.
- Verify that site teams use current approved drawings and that authorized design changes are incorporated correctly.
- Testing and commissioning responsibilities include reviewing procedures and ITPs before testing begins and verifying that approved acceptance criteria are consistently applied.
- Witness fiber optic OTDR and insertion loss testing.
- Review copper structured cabling certification results.
- Monitor network connectivity and infrastructure verification.
- Witness functional testing of CCTV, access control, Public Address and Voice Evacuation, intercom, master clock, IPTV, digital signage, and related systems.
- Coordinate integrated system testing involving ICT, ELV, BMS, security, fire alarm, and other interfaces.
- Investigate failed tests and verify completion of required corrective measures.
- Review testing and commissioning records for accuracy, completeness, and traceability.
- Support final system demonstrations, phased commissioning, handover, and client acceptance.
- Provide specialist oversight for systems serving airport terminals, airfield facilities, support buildings, infrastructure assets, and operational areas.
- Coordinate quality activities around airport security restrictions, operational requirements, live-system interfaces, and phased construction.
- Conduct contractor and vendor audits against approved quality procedures and ISO 9001 principles.
- Maintain ICT and ELV quality registers, inspection records, NCR trackers, test documentation, and corrective action records.
- Monitor quality indicators including inspection pass rates, NCRs, test failures, rework, material and equipment rejection, audit findings, and corrective action closure.
- Analyze recurring trends and recommend targeted improvements to Project Quality Management.
- Prepare weekly and monthly quality reports, dashboards, audit findings, inspection summaries, and management updates.
Ideal Profile
The position requires a bachelor 's degree in Electronics Engineering, Telecommunications Engineering, Electrical Engineering, ICT, Computer Engineering, or a related discipline. Candidates should have at least 10 years of relevant experience in project quality, construction QA-QC, or quality management involving ICT and ELV systems. A strong technical background across telecommunications, structured cabling, fiber optics, networks, security systems, and integrated technology installations is essential. Experience gained on major airports, transportation infrastructure, large commercial developments, or similarly complex multidisciplinary programs is highly desirable. Candidates should understand the complete ICT and ELV delivery cycle covering design review, materials, installation, inspections, testing, commissioning, integrated systems testing, documentation, and handover. Practical knowledge of ITPs, Method Statements, MIRs, WIRs, NCRs, quality audits, test procedures, corrective actions, and technical records is required. Strong knowledge of ISO 9001 quality management principles is expected. ISO 9001 Lead Auditor, CQI, or an equivalent quality certification will be advantageous. The specialist should be capable of coordinating effectively with clients, consultants, contractors, specialist vendors, engineers, commissioning teams, and inspectors while resolving technically complex quality issues in a structured manner.
