Role Context
The Civil Lead Engineer will provide technical leadership across the planning, design, construction, and handover of complex civil infrastructure forming part of a major airport program. The role connects airfield development, landside infrastructure, utilities, drainage, grading, roads, terminal interfaces, and supporting facilities within a coordinated engineering environment. A key responsibility is ensuring that civil systems work effectively with structural, architectural, mechanical, electrical, ICT, security, airfield, environmental, and utility disciplines. Early identification of design conflicts and construction risks will help reduce rework, maintain project schedules, improve constructability, and support safe airport operations.
Key Responsibilities
Lead civil engineering activities across design, construction, testing, commissioning, and closeout phases.
- Provide technical direction to civil engineers, consultants, contractors, designers, and multidisciplinary project teams.
- Establish consistent review procedures, engineering requirements, technical standards, and design governance controls.
- Review civil calculations, drawings, specifications, technical reports, models, and engineering submissions.
- Evaluate grading, earthworks, drainage interfaces, retaining structures, site development, utility corridors, and external infrastructure.
- Oversee civil engineering requirements associated with passenger terminals, runways, taxiways, cargo aprons, maintenance facilities, and support buildings.
- Review airfield grading, service roads, landside networks, pavement interfaces, and infrastructure connections.
- Ensure civil designs satisfy project requirements, local regulations, applicable international standards, and client specifications.
- Support value engineering initiatives focused on constructability, sustainability, lifecycle performance, and operational efficiency.
- Assess alternative civil solutions where design changes may affect cost, schedule, safety, or construction methodology.
- Coordinate civil interfaces with Structural, Architectural, Mechanical, Electrical, Airfield, Wet Utilities, ICT, Security, Traffic Systems, and Environmental disciplines.
- Participate in multidisciplinary design reviews, coordination workshops, and BIM model assessments.
- Identify design clashes and engineering interface conflicts before they affect site delivery.
- Support Common Data Environment workflows and digital engineering coordination.
- Ensure civil infrastructure integrates effectively with operational airport facilities and future expansion requirements.
- Support phased construction strategies where airport operations or critical access must remain available.
- Review contractor shop drawings, method statements, material submittals, RFIs, and technical queries.
- Provide engineering clarification when site conditions or construction constraints require technical resolution.
- Conduct site inspections to verify that civil works comply with approved drawings, specifications, and project requirements.
- Resolve field issues affecting construction progress, quality, safety, or infrastructure performance.
- Monitor implementation of approved construction methods and engineering procedures.
- Coordinate with the client, airport authorities, consultants, contractors, utility providers, and regulatory agencies.
- Support engineering approvals, permits, authority submissions, and technical review processes.
- Participate in design workshops, progress meetings, technical reviews, and stakeholder coordination sessions.
- Monitor civil engineering progress against project schedules and key delivery milestones.
- Identify technical risks and establish practical mitigation measures with relevant project teams.
- Participate in constructability reviews and engineering risk assessments.
- Support technical audits, inspections, quality assurance activities, and compliance reviews.
- Ensure Safety-in-Design principles are reflected in civil engineering solutions.
- Promote compliance with HSE procedures, environmental requirements, and project sustainability objectives.
- Prepare engineering assessments, design review comments, technical recommendations, and progress reports.
- Maintain accurate records of technical decisions, approvals, design changes, risks, and site observations.
- Provide Project Management with regular updates on engineering status, constraints, emerging risks, and required decisions.
- Support preparation of completion records, final engineering documentation, asset information, and handover packages.
Ideal Profile
- Bachelor 's degree in Civil Engineering or a closely related engineering discipline.
- Minimum 10 years of civil engineering design, design review, construction supervision, and multidisciplinary coordination experience.
- Master 's degree in Civil Engineering or Infrastructure Engineering is advantageous.
- Proven involvement in major international airport, aviation, transportation, or large-scale infrastructure projects.
- Strong experience with passenger terminal infrastructure, runways, taxiways, cargo aprons, utility corridors, roads, and landside developments.
- Thorough understanding of grading, earthworks, drainage coordination, site development, and infrastructure integration.
- Practical knowledge of civil construction methods, technical specifications, and project delivery requirements.
- Strong experience reviewing drawings, engineering calculations, design reports, and contractor submissions.
- Familiarity with ICAO, FAA, AASHTO, BS-EN standards, local authority requirements, and accepted international engineering practices.
- Proficiency with Civil 3D, AutoCAD, OpenRoads Designer, and relevant BIM platforms.
- Experience working within Common Data Environment workflows.
- Ability to identify multidisciplinary conflicts and coordinate effective technical solutions.
- Strong analytical, problem-solving, technical review, and decision-making capability.
- Excellent communication skills for coordination with consultants, contractors, clients, authorities, and project leadership.
- Professional Engineer, Chartered Engineer, or equivalent registration is desirable.
- Experience on greenfield airport development or major international airport expansion programs is highly advantageous.
- Knowledge of ICAO Annex 14 and relevant FAA Advisory Circulars is beneficial.
- Familiarity with FIDIC, Design-Build, EPC, PMC, or Delivery Partner project environments is preferred.
