Role Context

The Fire and Life Safety Engineer – Inspection will provide field and technical oversight from installation through testing, integrated systems verification, commissioning, authority inspection, and handover. Working with Engineering, Construction, Quality, HSE, Commissioning, ICT, ELV, specialist contractors, consultants, vendors, Airport Operations, and authorities, the role will help ensure that life safety systems perform as designed and satisfy project, regulatory, and operational requirements. Early identification of installation defects, interface failures, and code compliance issues will be essential to maintaining safe and reliable project delivery.

Key Responsibilities

• Inspect Fire and Life Safety installations against approved drawings, specifications, Inspection and Test Plans, Method Statements, and applicable codes.
• Conduct routine and milestone site inspections covering active construction, testing, and commissioning areas.
• Review shop drawings, coordinated drawings, calculations, material submittals, equipment data, and technical documentation before inspection.
• Inspect fire alarm and detection systems including smoke detectors, heat detectors, manual call points, sounders, strobes, modules, panels, and associated devices.
• Verify installation of sprinkler systems, hydrants, hose reels, fire pumps, jockey pumps, fire tanks, valves, suppression systems, and fire water pipework.
• Inspect clean agent, water mist, foam, or other special hazard fire suppression systems where applicable.
• Review installation of smoke control systems and their interfaces with mechanical and electrical equipment.
• Inspect passive fire protection including fire stopping, penetration sealing, fire‑rated doors, rated assemblies, and protected building elements.
• Verify emergency lighting, exit signage, evacuation‑related systems, and life safety provisions against approved layouts.
• Confirm FLS equipment locations, coverage, zoning, access requirements, and installation details comply with design criteria.
• Review hydraulic calculations, flow requirements, pressure criteria, system zoning, and supporting technical information where applicable.
• Inspect pipework supports, hangers, sleeves, fittings, valves, identification, and installation workmanship.
• Verify fire alarm cabling, containment, terminations, labeling, interfaces, and associated electrical installation requirements.
• Coordinate FLS interfaces with BMS, ICT, ELV, Security, Access Control, HVAC, Electrical, Elevators, and specialist building systems.
• Verify cause and effect matrices and confirm interconnected systems respond correctly during emergency scenarios.
• Witness pressure testing, flushing, hydrostatic testing, flow testing, alarm verification, functional testing, and other required acceptance tests.
• Support Integrated Systems Testing and end‑to‑end verification of Fire and Life Safety interfaces.
• Witness fire alarm cause and effect testing and confirm required emergency sequences operate correctly.
• Inspect fire pump performance testing and verify system pressure, flow, controls, alarms, and associated functions.
• Review testing and commissioning procedures before execution and assess final test results.
• Verify that instruments and test equipment are supported by valid calibration certificates.
• Review Inspection Requests and produce or support site inspection records, observations, and technical findings.
• Raise or support Non‑Conformance Reports where installations fail to meet approved requirements.
• Track FLS‑related NCRs, defects, inspection findings, and punch‑list items until satisfactory closure.
• Review contractor and specialist vendor technical submissions for installation and compliance requirements.
• Coordinate installation, testing, and commissioning activities with approved specialist fire protection contractors and manufacturers.
• Support Saudi Civil Defense and other authority inspections, documentation, and approval activities where applicable.
• Participate in joint inspections with the Client, Consultant, authorities, Airport Operations, and project stakeholders.
• Review final Fire and Life Safety documentation before systems are submitted for acceptance.
• Confirm installed systems match approved as‑built drawings and final coordinated requirements.
• Review commissioning reports, test certificates, equipment certificates, inspection records, and maintenance documentation.
• Support preparation of FLS handover dossiers, O and M manuals, testing packages, certificates, and final acceptance records.
• Participate in technical coordination meetings and provide updates on inspections, testing, deficiencies, and compliance status.
• Coordinate with HSE teams to confirm that fire and emergency systems support overall project emergency response arrangements.
• Identify FLS design, installation, testing, and interface risks and elevate significant concerns to responsible engineering teams.
• Provide technically sound recommendations for resolving installation defects and compliance issues.
• Support fire safety readiness inspections before occupancy, opening, or operational handover.
• Verify compliance with applicable NFPA, IBC, IFC, Saudi Building Code, BS, EN, Civil Defense, and project‑specific requirements.
• Capture lessons learned and contribute to continuous improvement of Fire and Life Safety inspection and commissioning processes.

Ideal Profile

• Bachelor 's degree in Fire Protection Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
• Minimum 5 years of relevant experience in Fire and Life Safety engineering, inspection, testing, or commissioning.
• Proven project experience within airports, infrastructure, commercial buildings, industrial facilities, or other large‑scale developments.
• Strong technical knowledge of active and passive fire protection systems and life safety requirements.
• Practical experience inspecting, testing, commissioning, and verifying Fire and Life Safety installations.
• Previous coordination with specialist fire protection contractors, consultants, equipment vendors, and regulatory authorities.
• Airport or aviation project experience is highly preferred.
• NFPA certification or formal NFPA training is strongly advantageous.
• Certified Fire Protection Specialist certification would add significant value.
• NICET certification is beneficial for candidates involved in specialist fire protection disciplines.
• Civil Defense‑recognized or approved fire safety qualifications are preferred where applicable.
• NEBOSH, IOSH, or another relevant HSE qualification is advantageous.
• Testing and commissioning certification would strengthen the candidate profile.
• Strong understanding of fire alarm, suppression, fire water, smoke control, passive protection, and system interface requirements.
