Overview

Manager – FLS MEP Design at Parsons Corporation is an experienced fire and life safety engineering opportunity that leads FLS design strategy, technical review, code compliance, performance‑based fire engineering, and multidisciplinary coordination across complex master‑planning, infrastructure, public realm, transport interface, and asset development projects.

Key Responsibilities
  • Lead the development, review, and assurance of Fire and Life Safety design strategies across complex buildings, infrastructure, public realm, transport interfaces, and master‑planned developments.
  • Act as a senior FLS engineering authority by providing direction on code compliance, fire strategy, life safety risk, design adequacy, buildability, and regulatory alignment.
  • Review FLS design submissions, drawings, technical reports, calculations, specifications, and consultant deliverables to confirm completeness, compliance, and engineering quality.
  • Challenge incomplete or weak FLS design solutions and guide consultants toward practical, defensible, and compliant fire engineering outcomes.
  • Develop and assess fire engineering solutions for complex or non‑standard designs, including alternative solutions, smoke control, evacuation, compartmentation, firefighting access, and fire protection provisions.
  • Advise on the application of Saudi Building Code, Saudi Civil Defence requirements, NFPA standards, IBC, IFC, and relevant international fire engineering practices.
  • Coordinate with architects, MEP engineers, infrastructure teams, mobility specialists, operations teams, delivery teams, consultants, and contractors to ensure FLS requirements are properly integrated into the design.
  • Support authority engagement and third‑party FLS reviews by preparing clear technical positions, resolving review comments, and defending the intended design approach where required.
  • Provide engineering input on fire alarm systems, detection systems, sprinklers, suppression systems, smoke management, fire water infrastructure, hydrants, fire pumps, and passive fire protection systems.
  • Identify FLS design risks, non‑compliances, authority blockers, coordination gaps, and approval constraints, then recommend practical mitigation measures.
  • Lead FLS engineering workshops, peer reviews, design coordination sessions, and technical meetings with consultants, project teams, and stakeholders.
  • Ensure key decisions, review comments, technical positions, and approval actions are properly recorded, tracked, and closed.
  • Support the development and improvement of FLS standards, technical guidelines, design review procedures, lessons learned, and program‑level review processes.
  • Provide technical guidance to junior engineers and support the wider FLS team with quality reviews, engineering judgement, and consistent decision‑making.
  • Coordinate with Lead Design Consultants, third‑party FLS consultants, contractors, authorities, and multidisciplinary engineering teams across planning, design, and construction stages.
  • Review alternative design proposals, smoke modelling outputs, evacuation analysis results, CFD‑related studies, and complex code compliance assessments.
  • Promote early integration of fire and life safety requirements to avoid late‑stage redesign, approval delays, construction rework, and compliance risks.
Ideal Profile
  • Bachelor's or master's degree in Fire Engineering is preferred.
  • Candidates with a degree in Mechanical Engineering, Electrical Engineering, or another related engineering discipline may also be considered.
  • Minimum 10 years of experience in Fire and Life Safety engineering and design across large‑scale mixed‑use, infrastructure, hospitality, entertainment, transportation, or giga‑project developments.
  • Strong experience developing, reviewing, and coordinating FLS strategies across master‑planning, concept design, schematic design, detailed design, and construction support stages.
  • Deep technical understanding of means of egress, smoke management, firefighting access, fire water infrastructure, fire alarm systems, suppression systems, and passive fire protection.
  • Demonstrated experience in performance‑based fire engineering, alternative solutions, smoke modelling, evacuation analysis, and complex compliance assessments.
  • Strong knowledge of Saudi Building Code, Saudi Civil Defence requirements, NFPA standards, IBC, IFC, and relevant international fire engineering standards.
  • Proven ability to review, challenge, and guide complex FLS design solutions across technically demanding or high‑profile developments.
  • Experience coordinating with Lead Design Consultants, third‑party FLS consultants, contractors, authorities, internal stakeholders, and multidisciplinary design teams.
  • Strong written and verbal communication skills with the ability to prepare technical reports, engineering assessments, presentations, and authority response documents.
  • GCC and giga‑project experience is highly desirable.
  • Membership of the Institution of Fire Engineers or an equivalent professional body is preferred.
  • Chartered Engineer status or equivalent professional registration is an advantage.
  • Certified Fire Protection Specialist, NFPA certifications, or similar fire protection credentials are preferred.
  • Training or certification in performance‑based fire engineering, CFD modelling, smoke control, or evacuation analysis is beneficial.
  • PMP or equivalent project or design management certification is desirable for multidisciplinary coordination roles.
